' 2` يُراد بتعبير " الولد ذو الإعاقة " الولد الذي لا يستطيع، بسبب عجز جسدي أو عقلي، أن يدرس في مؤسسة تعليمية عادية ويحتاج إلى تعليم أو تدريب خاصين يُعدانه للاندماج في المجتمع اندماجا كاملا أو يحتاج، وهو يدرس في مؤسسة تعليمية عادية، إلى تعليم أو تدريب خاصين يساعدانه في التغلب على هذا العجز؛

(o) The grant shall be computed on the basis of the calendar year if the child is unable to attend a normal educational institution, or on the basis of the school year if the child is in full time attendance at a normal educational institution while receiving special teaching or training.
(س) تُحسب المنحة على أساس السنة التقويمية إذا كان الولد عاجزا عن الالتحاق بمؤسسة تعليمية عادية، أو على أساس السنة الدراسية إذا كان الولد يحضر حضورا كاملا في مؤسسة تعليمية عادية ويتلقى في الوقت ذاته تدريسا أو تدريبا خاصين.

(o) The grant shall be computed on the basis of the calendar year if the child is unable to attend a normal educational institution, or on the basis of the school year if the child is in fulltime attendance at a normal educational institution while receiving special teaching or training.
(س) تُحسب المنحة على أساس السنة التقويمية إذا كان الولد عاجزا عن الالتحاق بمؤسسة تعليمية عادية، أو على أساس السنة الدراسية إذا كان الولد يحضر حضورا كاملا في مؤسسة تعليمية عادية ويتلقى في الوقت ذاته تدريسا أو تدريبا خاصين.

9. Staff members may claim a special education grant when: (a) their child is unable, by reason of physical or mental disability, to attend a regular educational institution and therefore requires special teaching or training, on a full or part-time basis; or (b) the child, while attending a regular educational institution, requires special teaching or training to assist him or her in overcoming the disability.
9 - ويجوز للموظف المطالبة بمنحة تعليم خاصة عندما: (أ) لا يستطيع ولده، بسبب عجز جسدي أو عقلي، أن ينتظم في مؤسسة تعليمية عادية ويحتاج بالتالي إلى تعليم أو تدريب خاصين على أساس دوام جزئي أو كامل؛ أو (ب) يحتاج ولده، وهو يدرس في مؤسسة تعليمية عادية، إلى تعليم أو تدريب خاصين يساعدانه في التغلب على هذا العجز.

23. With regard to the special education grant for children with disabilities, the Office of Internal Oversight Services recommends that consideration be given to examining the rule which permits staff members to receive a special education grant for a disabled child when the child attends a regular educational institution and does not receive specialized instruction for his or her disability (IV99/025/04).
23 - وفيما يتعلق بمنحة التعليم الخاصة للأولاد المعوقين يوصي مكتب الرقابة بالنظر في إمكانية دراسة القاعدة التي تسمح للموظفين الحصول على منحة تعليم خاصة للأولاد المعوقين في الحالات التي ينتظم فيها الولد في الدراسة في مؤسسة تعليمية عادية ولا يحصل فيها على تعليم متخصص يساعده في التغلب على عجزه (IV99/025/04).
