The Board is of the view that the changing of technical evaluation criteria was not fair to the vendors that were disqualified for submitting partial bids within a category and was not in the interests of the United Nations, considering the disqualified vendors might have better offers for certain items under a category.

It is my view that the reconfiguration of UNMIK, which will be carried out in full accordance with resolution 1244 (1999), is in the interests of the United Nations and that its implementation will serve to safeguard UNMIK's achievements.
