23- وأعربت بعض الوفود عن رأي مفاده أن قواعد القانون الدولي العمومي الواردة في معاهدات الأمم المتحدة المتعلقة بالفضاء الخارجي ينبغي أن تعلو على القواعد الواردة في بروتوكول الموجودات الفضائية.

9. The Working Group noted with satisfaction the statements made by a number of delegations about the positive impact of the letter from the Secretary-General encouraging participation in the outer space treaties, which, in their view, had stimulated a thorough consideration of participation in the United Nations treaties on outer space.
9- ولاحظ الفريق العامل بارتياح البيانات التي ألقاها عدد من الوفود بشأن الأثر الإيجابي لرسالة الأمين العام التي شجع فيها على الانضمام إلى معاهدات الفضاء الخارجي والتي حفزت، حسب رأي تلك الوفود، على القيام بدراسة مستفيضة لمسألة الاشتراك في معاهدات الأمم المتحدة المتعلقة بالفضاء الخارجي.

The session was followed by a round-table discussion, which focused on identifying the benefits to States parties to the United Nations treaties on outer space.

The view was expressed that the sharing of information on national legislation could help States to identify common principles and procedures that could facilitate the consensus on the direction of the development of international space law, while promoting both the acceptance and the implementation of the principles and provisions enshrined in the United Nations treaties on outer space.
220- وأُعرب عن رأي مفاده أن تبادل المعلومات بشأن التشريعات الوطنية يمكن أن يساعد الدول على تحديد مبادئ وإجراءات مشتركة من شأنها تيسير التوصل إلى توافق في الآراء حول اتجاه تطور قانون الفضاء الدولي، مع التشجيع على قبول المبادئ والأحكام المضمنة في معاهدات الأمم المتحدة المتعلقة بالفضاء الخارجي وتنفيذها.

The Working Group noted that arguments in favour of the participation of States in the United Nations treaties on outer space had been considered by the United Nations/International Institute of Air and Space Law of the University of Leiden Workshop on Capacity-Building in Space Law, held in The Hague from 18 to 21 November 2002 (see A/AC.105/802 and Corr.1, paras. 18 and 19).
15- ولاحظ الفريق العامل أن الحجج المؤيدة لمشاركة الدول في معاهدات الأمم المتحدة المتعلقة بالفضاء الخارجي كانت موضع النظر في حلقة العمل المشتركة بين الأمم المتحدة والمعهد الدولي لقانون الجو والفضاء التابع لجامعة لايدن بشأن بناء القدرات في قانون الفضاء، التي عقدت في لاهاي في الفترة من 18 إلى 21 تشرين الثاني/نوفمبر 2002 (انظر A/AC.105/802 و Corr.1، الفقرتين 18 و19).

To assist that process, the Workshop recommended that the Office for Outer Space Affairs of the Secretariat write an official letter to the governmental bodies of States that were not yet parties to the United Nations treaties on outer space, referring to General Assembly resolutions and other official documents.

20. The Workshop urged all States that had not yet become parties to the United Nations treaties on outer space to consider ratifying or acceding to them.
20- وحثت حلقة العمل كل الدول التي لم تصبح بعد أطرافا في معاهدات الأمم المتحدة المتعلقة بالفضاء الخارجي على أن تنظر في التصديق عليها أو الانضمام اليها.
