The objective in this thematic area is to bring about a change in development policies in the region that would open up for the Arab workforce many more employment opportunities in high-quality jobs that pay considerably above the poverty line, thereby raising the overall capabilities of the people and the wealth of Arab societies.

Concern was expressed that evaluation spending in this basic education and gender equality was relatively low and that evaluations in this thematic area provided little systematic learning on programme efficiency, partly because the evaluation expertise required for such analysis was costly.
