Despite that, on 27 March 2009, wishing to settle the dispute, the author filed with the Civil Status Registration Department a second request to amend/restore his original names in his identity documents, accompanied with the certified translation of his birth certificate, in accordance with the State party's submission of 10 February 2009.

9. 9- وعملاً بأحكام المادة 2 من العهد، فإن الدولة الطرف ملزمة بتقديم سبيل انتصاف فعّال إلى السيد بولغاكوف بما في ذلك استعادة طريقة نطق اسمه الأصلية في وثائق هويته واعتماد ما هو ضروري من تدابير لضمان عدم وقوع انتهاكات مماثلة في المستقبل.

213. In case No. 1803/2008 (Bulgakov v. Ukraine), the author claimed that the imposition of a Ukrainian spelling for his first name and patronymic in his identity documents resulted in him being subjected to frequent mockery and generated a feeling of deprivation and arbitrariness, since it sounded ridiculous to Russian speakers.
213- في القضية رقم 1803/2008 (بولغاكوف ضد أوكرانيا)، ادعى صاحب البلاغ أن فرض كتابة اسمه الشخصي واسم والده حسب النطق باللغة الأوكرانية في وثائق هويته أدى إلى تعرضه في أحوال كثيرة للاستهزاء وولد لديه شعوراً بالحرمان والتعرض للتعسف، لأن اسميه يبدوان للسمع مضحكين للمتحدثين باللغة الروسية.

7.2 Regarding the alleged violation of article 17, the Committee has taken note of the author's argument that the imposition of a Ukrainian spelling for his first name and patronymic in his identity documents resulted in him being subjected to frequent mockery and generated a feeling of deprivation and arbitrariness, since it sounded ridiculous to Russian speakers.
7-2 وفيما يتعلق بالادعاء المزعوم في إطار المادة 17، تحيط اللجنة علماً بالحجة التي قدمها صاحب البلاغ بأن فرض كتابة اسمه الشخصي واسم والده حسب النطق باللغة الأوكرانية في وثائق هويته أدى إلى تعرضه في أحوال كثيرة للاستهزاء وولدت لديه شعوراً بالحرمان والتعرض للتعسف، لأن اسميه يبدوان للسمع مضحكين للمتحدثين باللغة الروسية.

3.1 With regard to article 17 of the Covenant, the author claims that, by unilaterally changing his given name and patronymic and by precluding him from restoring their original phonetic form in his identity documents, the State party violated his natural right to preserve his name and violated article 17 of the Covenant, i.e. his right to respect for family and private life.
