70- وأوصت لجنة الحقوقيين الدولية من خلال مجلس حقوق الإنسان الاتحاد الروسي بأن يراجع القوانين والسياسات والممارسات المعتمدة في مجال مكافحة الإرهاب بغرض جعـلها متـوافقة مع المعايير الدولية وبأن يتخذ خطوات لإنهاء ما ترتكبه من انتهاكات لحقوق الإنسان في سياق عمليات مكافحة الإرهاب كلُّ قوات الأمن، ومنها تلك التي تعمل في الشيشان تحت إمرة الرئيس قادروف(90).
