194- وأُعرب عن رأي مفاده أنه لا ينبغي للدول القادرة على تطوير قدراتها الفضائية من دون ضوابط، مما يفضي إلى ما يواجَه حاليا من تحديات، أن تستخدم هذا البند كذريعة لكي تقيّد حرية الدول الراغبة في ممارسة حقها المشروع في استخدام التكنولوجيا نفسها لمنفعتها الوطنية، أو لكي تفرض ضوابط على تلك الدول.

Regional and interregional cooperation could strengthen the peaceful uses of outer space and help States develop their space capacities, thereby contributing to the achievement of the Millennium Development Goals.

191- وأعربت بعض الوفود عن رأي مفاده أنَّ الدول التي تمكَّنت من تطوير قدراتها الفضائية دون ضوابط، ممّا أفضى إلى التحديات القائمة حالياً، ينبغي ألا تستخدم النظر في استدامة أنشطة الفضاء الخارجي في الأمد البعيد كذريعة لفرض قيود أو ضوابط على الدول الأخرى الراغبة في ممارسة حقها المشروع في استخدام التكنولوجيا ذاتها لمنفعتها الوطنية.

The view was expressed that international law regulating the conduct of space activities should not restrict access to space technologies for States, especially developing countries, wishing to develop their own space capacities in a sustainable manner.
197- ورئي أنَّ القانون الدولي الذي ينظّم تنفيذ الأنشطة الفضائية ينبغي ألاَّ يقيِّد استخدام الدول للتكنولوجيات الفضائية، وخصوصا البلدان النامية الراغبة في تنمية قدراتها الفضائية بطريقة مستدامة.

Some delegations expressed the view that the use of the geostationary orbit should be streamlined, giving priority to long-term activities and those that contributed to the attainment of the Millennium Development Goals, while taking into account the conditions of equality of all States, irrespective of their current space capacities.
216- ورأى بعض الوفود أنَّه ينبغي ترشيد استخدام المدار الثابت بالنسبة للأرض، مع إعطاء الأولوية للأنشطة الطويلة الأمد والأنشطة التي تسهم في تحقيق الأهداف الإنمائية للألفية، على أن يؤخذ في الحسبان شرط المساواة بين جميع الدول بصرف النظر عن قدراتها الفضائية الحالية.

Canada continued to be very active in building its space capacity through collaboration with Canadian universities and the space industry and through international partnerships, including with ESA.
