Pursuant to a decision by the Commission at its twenty-first session, in 1988, the Secretariat established a system for collecting and disseminating information on court decisions and arbitral awards relating to normative texts emanating from the work of the Commission (CLOUT). In addition, it was reiterated that the digests should present court decisions and arbitral awards in an objective way without any criticism or endorsement.
