The model law is expected to provide guiding principles to developing countries for establishing the appropriate institutional and legal frameworks to effectively monitor and regulate the construction services sector from a trade and development perspective.

Considering the important role of the construction services sector in the developing countries, there is a need for development of their comparative and competitive strength in their architectural, engineering, design and construction sectors through, inter alia, appropriate regulatory frameworks, human resources development, and research and development policies.
4- نظراً إلى ما يضطلع به قطاع خدمات البناء من دور هام في البلدان النامية فلا بد من تنمية مزايا هذه البلدان النسبية والتنافسية في المجالات المعمارية والهندسية والتصميمية والإنشائية بوسائل شتى منها الأطر التنظيمية المناسبة، وتنمية الموارد البشرية، وسياسات البحث والتطوير.

Consideration should be given to the promotion of regional and subregional trade and cooperation among developing countries in the construction services sector.
5- وينبغي إيلاء الاعتبار لتعزيز التجارة والتعاون على الصعيدين الإقليمي ودون الإقليمي بين البلدان النامية في قطاع خدمات البناء.

Governments should design policies consistent with the commitments in trade and investment agreements encouraging the transfer of technology to domestic firms through various forms and adopt export promotion policies aimed at the specific needs of the construction services sector.
6- وينبغي أن تضع الحكومات سياسات تتماشى والالتزامات الواردة في اتفاقات التجارة والاستثمار التي تشجع نقل التكنولوجيا إلى الشركات المحلية بأشكال شتى، وينبغي أن تعتمد سياسات لتعزيز الصادرات تلبي احتياجات محددة في قطاع خدمات البناء.

The Chairman of the Expert Meeting on National Experiences with Regulation and Liberalization: Examples in the construction services sector and its Contribution to the Development of Developing Countries introduced the Outcome of the Expert Meeting.

To achieve development objectives in the construction services sector in developing countries, comprehensive measures needed to be undertaken by Governments and international funding agencies, examined in multilateral trade negotiations and supported by assistance from UNCTAD.

The best policies and legislation aimed at upgrading the capacity of the construction services sector should include provisions to encourage the transfer of technology to domestic firms through joint ventures and other forms of partnership with foreign firms.
وأفضل السياسات والتشريعات الرامية الى تحسين نوعية القدرات في قطاع خدمات البناء ينبغي أن تتضمن نصوصا تحث على نقل التكنولوجيا الى الشركات المحلية من خلال المشاريع المشتركة وغير ذلك من أشكال الشراكة مع الشركات الأجنبية.
