Article 24 of the Charter records the agreement that, in carrying out its duties under this responsibility the Council acts on behalf of the Members of the United Nations.

According to paragraph 1 of Article 24 of the Charter, the Security Council, in carrying out its duties in the maintenance of international peace and security, acts on behalf of the States Members of the United Nations, so its composition must therefore be more representative to ensure the legitimacy of its actions.
