The Vienna Declaration and Programme of Action viewed with concern the issue of impunity of perpetrators of human rights violations and supported the examination of that issue by the Commission on Human Rights and the Subcommission on Prevention of Discrimination and Protection of Minorities.
١١٣ - لقد أعرب إعلان وبرنامج عمل فيينا عن القلق إزاء مسألة عدم معاقبة مرتكبي انتهاكات حقوق اﻹنسان وأيدا قيام لجنة حقوق اﻹنسان واللجنة الفرعية المعنية بمنع التمييز وحماية اﻷقليات بدراسة هذه المسألة.

One of the follow-up activities was the drafting, by the Commission on Human Rights, of the Declaration on the Rights of Persons Belonging to National or Ethnic, Religious and Linguistic Minorities, adopted by the General Assembly in 1992, followed by the study submitted to the Sub-Commission by the present writer on ways and means to facilitate peaceful and constructive solutions to situations involving minorities.

٢٨ - إن الحاجة إلى قيام لجنة حقوق اﻹنسان بالاستجابة السريعة لحالات الطوارئ )رواندا على سبيل المثال( تحتم النظر في إقامة إطار تنظيمي ملائم لعقد دورات استثنائية لهذا الجهاز.
