Kazakhstan was a party to the Convention against Torture and Other Cruel, Inhuman or Degrading Treatment or Punishment, which prohibited the extradition of persons to countries where they would be in danger of being subjected to torture or ill-treatment, and article 532 of the Code of Criminal Procedure provided for the possibility of refusing extradition if that was not allowed under the treaties signed by Kazakhstan or the requesting country.
وجدير بالذكر أن كازاخستان طرف في اتفاقية مناهضة التعذيب وغيره من ضروب المعاملة أو العقوبة القاسية أو اللاإنسانية أو المهينة، التي تحظر تسليم أشخاص إلى بلدان قد يتعرضوا فيها للتعذيب أو لإساءة المعاملة. وتقضي المادة 532 من قانون الإجراءات الجنائية بإمكانية رفض التسليم عندما يتعارض مع الاتفاقات التي وقّعت عليها كازاخستان أو البلد الذي يطالب بالتسليم.

The Act also provides that government agencies directly involved in counter-terrorism are obliged to cooperate in combating terrorism with agencies of foreign States and international law enforcement organizations, in accordance with national legislation and international treaties, and to conduct operations and investigations in the territory of Kazakhstan or of foreign States, in accordance with the international treaties ratified by Kazakhstan.
