وتؤكد الدولة الطرف من جديد أنه لا يمكن لصاحب البلاغ، من جهة، أن يرفض التعاون كلياً مع اللجنة من خلال عدم الكشف عن المبلغ الذي تلقاه، وأن يؤكد، من جهة أخرى، أن المبلغ لا يتناسب بالقدر الكافي مع الانتهاك الذي ثبت لدى اللجنة.
