The Committee rejects this view: On the contrary, it is clear that pursuant to article 1 of the Optional Protocol " [a] State party to the Covenant that becomes a party to the [...] Protocol recognizes the competence of the Committee to receive and consider communications from individuals subject to its jurisdiction who claim to be victims of a violation by that State party... " .
وترفض اللجنة هذا الرأي، فعلى العكس من ذلك، تنصّ المادة 1 من البروتوكول الاختياري بوضوح على ما يلي " تعترف كل دولة طرف في العهد تصبح طرفاً في هذا البروتوكول باختصاص اللجنة في استلام ونظر الرسائل المقدمة من الأفراد الداخلين في ولاية تلك الدولة الطرف والذين يدّعون أنهم ضحايا أي انتهاك من جانبها .. " .

On the other hand, article 2, paragraph 1, of the Covenant requires that each State party to the Covenant undertakes to respect and to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the present Covenant, without distinction of any kind.
ومن جهة أخرى، تشترط الفقرة 1 من المادة 2 من العهد على كل دولة طرف في العهد أن تتعهد باحترام الحقوق المكرسة فيه، وبكفالة هذه الحقوق لجميع الأفراد الموجودين في إقليمها والخاضعين لولايتها، دون أي تمييز.

Such representatives may make statements on matters falling within the scope of the activities of their respective organizations in the course of the discussion by the Committee of the report of each State party to the Covenant.
ولهؤلاء الممثلين أن يدلوا ببيانات حول مسائل تدخل في نطاق الأنشطة التي تضطلع بها المنظمات التي ينتمون إليها في أثناء النقاش الذي تجريه اللجنة لتقرير كل دولة طرف في العهد.

It should be noted that the adoption of a more restrictive coverage in the optional protocol would in no way diminish or otherwise affect the full range of obligations already applicable to every State party to the Covenant.”
وتجدر اﻹشارة إلى أن تضييق نطاق البروتوكول الاختياري لن يقلل بأي حال من مجموعة الالتزامات السارية بالفعل على كل دولة طرف في العهد أو يؤثر عليها بطريقة أخرى " .

In accordance with rule 68 of the rules of procedure, the representatives of the specialized agencies concerned may make statements on matters falling within the scope of the activities of their respective organization in the course of the discussion by the Committee of the report of each State party to the Covenant.

15. The International Covenant on Civil and Political Rights, to which the Republic of Moldova is a party, provides in its article 2 that each State party to the Covenant undertakes to respect and to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the Covenant.
15- وجاء في المادة 2 من العهد الدولي الخاص بالحقوق المدنية والسياسية، الذي انضمت إليه جمهورية مولدوفا، أن كل دولة طرف في العهد تتعهد باحترام الحقوق المعترف بها فيه وبتأمين هذه الحقوق لجميع الأفراد الموجودين في إقليمها والخاضعين لولايتها.

For example, under article 2 of the International Covenant on Civil and Political Rights, each State party to the Covenant undertakes to respect and to ensure to all individuals within its territory and subject to its jurisdiction the rights recognized in the Covenant, without distinction of any kind, such as race, colour, sex, language, religion, political or other opinion, national or social origin, property, birth or other status.
