16- وأكدت دولٌ أخرى من جديد المبدأ القائم والراسخ في الوثيقة الختامية للدورة الاستثنائية الأولى المكرسة لنزع السلاح الذي ينص على " اعتماد تدابير نزع السلاح بصورة عادلة ومتزنة تكفل حق كل دولة في الأمن وتكفل ألا تحصل أية دولة من الدول بشكل انفرادي أو جماعي على امتيازات على حساب غيرها من الدول، في أي مرحلة من المراحل.
