Reiterating that the primary responsibility for the maintenance of international peace and security lay with the United Nations, he said that regional arrangements must work in accordance with the provisions of Chapter VIII of the Charter and were not intended to replace the United Nations or be exempt from fully implementing the guiding principles of United Nations peacekeeping operations.
