Parties to the Treaty should undertake effective actions to seek to dissuade a State from withdrawing while in violation of the Treaty.

3. Since the NPT 1995 Review and Extension Conference no practical and serious steps have been taken to assure NNWSs Parties to the Treaty against the use or threat of use of nuclear weapons.

12. Optional protocols often contain stricter measures than the treaty to which they relate; States parties may choose whether to ratify the optional protocol, and therefore they are not automatically binding on the original Parties to the Treaty.

3. The Review Conference of the Parties to the Treaty cannot easily overlook that certain nuclear-weapon States, in contravention of their legal undertakings, promote the role and status of nuclear weapons in their defence and security doctrines and proliferate these weapons to others.

5. NPT parties that comply faithfully with the Treaty's non-proliferation obligations have every right to benefit from peaceful nuclear energy, in conformity with the NPT's non-proliferation and verification requirements under articles I, II and III of the Treaty.

16. The Conference affirms the need to assure a reliable supply of nuclear fuel at reasonable cost to NPT parties that are in compliance with the Treaty and their safeguards obligations, which possess civil nuclear power reactors, and that do not pursue enrichment and reprocessing capabilities.
