8-10 وفيما يتعلق بحجة الدولة الطرف التي مفادها أنه ليس في الإجتهادات الفقهية للجنة ما يفيد بأن لأي من أحكام الاتفاقية أثرا خارج الإقليم، تذكّر اللجنة بأنه، بموجب المادة 2 (د) من الاتفاقية، تتعهد الدول الأطراف بأن تمتنع عن الإقدام علي أي فعل أو ممارسة للتمييز ضد المرأة، وأن تكفل تصرف السلطات والمؤسسات العامة وفقا لهذا الالتزام.
