In line with this work, technical assistance was provided by UNCTAD through its Debt Management and Financial Analysis System in 69 countries, including in 106 institutions, since its inception in 1981.

The main international organizations involved in providing technical assistance in debt management are the World Bank, IMF, the Commonwealth Secretariat (Comsec), the UNCTAD's Debt Management and Financial Analysis System (DMFAS) Programme, regional organizations and the HIPC Capacity-Building Programme.

As a result of UNCTAD's support, 87 per cent of client countries now maintain a regularly updated and validated database for monitoring and internal reporting, and more than half of users employ the UNCTAD Debt Management and Financial Analysis System (DMFAS) for external reporting and statistics.

45. UNCTAD's Debt Management and Financial Analysis System (DMFAS) Programme continued to support 21 NEPAD countries in strengthening human and institutional capacity to manage debt in an effective and sustainable way, in support of poverty-reduction, development and good governance.
45- واصل نظام الأونكتاد لإدارة الديون والتحليل المالي (DMFAS) تقديم دعمه ﻟ 21 بلداً من بلدان الشراكة الجديدة من أجل تنمية أفريقيا لتعزيز قدراتها البشرية والمؤسسية على إدارة الديون إدارة فعالة ومستدامة، ودعم الحد من الفقر، والتنمية والإدارة الرشيدة.

The proposal has four major components: establishing the institutional environment for the PA Debt Office; computerizing the Debt Office through installation of the UNCTAD Debt Management and Financial Analysis System (DMFAS 5.1); compilation of DMFAS 5.1 in Arabic; and preparation of a study on financing public investment and optimal use of public debt instruments.
ويتألف الاقتراح من أربعة عناصر رئيسية هي: تهيئة البيئة المؤسسية لمكتب إدارة الديون التابع للسلطة الفلسطينية؛ واستخدام الحاسوب في عمليات مكتب الديون من خلال تركيب نظام الأونكتاد لإدارة الديون والتحليل المالي (DMFAS5.1)؛ وتجميع بيانات هذا النظام باللغة العربية؛ وإعداد دراسة بشأن تمويل الاستثمار العام والاستخدام الأمثل لأدوات الدين العام.
