17. The Committee urges the State party, taking into account the Committee's recommendations adopted following the day of general discussion in 2007 on " Resources for the Rights of the Child - Responsibility of States " , to:
17- تحثّ اللجنة الدولة الطرف، آخذة في الحسبان توصيات اللجنة التي اعتُمدت عقب يوم المناقشة العامة في عام 2007 حول موضوع " الموارد المخصّصة لإعمال حقوق الطفل - مسؤولية الدول " ، على القيام بما يلي:

The Committee expects States parties to be able to identify on a yearly basis the amount and proportion of international support earmarked for the implementation of children's rights.
وتتوقع اللجنة أن تتمكن الدول الأطراف من أن تحدد على أساس سنوي مبلغ ونسبة الدعم المالي المخصص لإعمال حقوق الطفل.

IV. Generating revenue for the realization of children's rights 24 - 30 7
رابعاً - توليد الإيرادات لإعمال حقوق الطفل 24-30 9

17. The Committee recommends that the State party initiate a budgeting exercise that will allow it to make strategic allocations to implement children's rights, track their implementation, and monitor the allocations' results and impact.
17- توصي اللجنة الدولة الطرف بالشروع في عملية لإعداد الميزانية تتيح لها تخصيص موارد استراتيجية لإعمال حقوق الطفل وتتبع تنفيذها ورصد نتائج هذه التخصيصات وأثرها.

Early childhood is a critical period for realizing children's rights.
الطفولة المبكرة هي فترة حاسمة لإعمال حقوق الطفل.

The strategy must not be simply a list of good intentions; it must include a description of a sustainable process for realizing the rights of children throughout the State; it must go beyond statements of policy and principle, to set real and achievable targets in relation to the full range of economic, social and cultural and civil and political rights for all children.
32- ويجب ألا تكون الاستراتيجية مجرد قائمة بنوايا حسنة، بل يجب أن تشمل وصفاً لعملية مستدامة لإعمال حقوق الطفل في سائر أنحاء الدولة؛ ويجب أن تتعدى بيانات السياسة والمبادئ لتحديد أهداف حقيقية وقابلة للتنفيذ فيما يتعلق بالمجموعة الكاملة من الحقوق الاقتصادية والاجتماعية والثقافية والمدنية والسياسية لصالح جميع الأطفال.

In this regard, taking into account the Committee's recommendations during its day of general discussion on Resources for the Rights of the Child - Responsibility of States, the State party is urged:
وفي هذا الصدد، ومراعاةً للتوصيات التي قدَّمتها اللجنة خلال يوم مناقشتها العامة حول موضوع " الموارد المخصّصة لإعمال حقوق الطفل - مسؤولية الدول " ، تُحَثّ الدولة الطرف على ما يلي:

41. On 21 September 2007, the Committee held its annual Day of General Discussion entitled " Resources for the Rights of the Child - responsibility of States " based on article 4 of the Convention.
41- في 21 أيلول/سبتمبر 2007، عقدت اللجنة يوم المناقشة العامة تحت عنوان " الموارد المخصصة لإعمال حقوق الطفل - مسؤولية الدول " ، استناداً إلى المادة 4 من الاتفاقية.

In this regard, the Committee invites the State party to take into account its recommendations issued in 2007 after the day of general discussion on " Resources for the Rights of the Child - Responsibility of States " .
وفي هذا الصدد، تدعو اللجنة الدولة الطرف إلى أن تأخذ في حسبانها التوصيات التي صدرت في عام 2007 في أعقاب يوم المناقشة العامة بشأن " الموارد المخصصة لإعمال حقوق الطفل - مسؤولية الدول " .

19. The Committee urges the State party, taking into account the Committee's recommendations during its day of general discussion in 2007 on " Resources for the Rights of the Child - Responsibility of States " , to:
19- تحث اللجنة الدولة الطرف، مع مراعـاة التوصيات التي قدمتها اللجنة في يوم المناقشة العامة في عام 2007 تحت عنوان " الموارد المخصصة لإعمال حقوق الطفل - مسؤولية الدول " ، على ما يلي:

17. In the light of its day of general discussion in 2007 on " Resources for the Rights of the Child -- responsibility of States " and with emphasis on articles 2, 3, 4 and 6 of the Convention, the Committee recommends that the State party:
17- في ضوء يوم المناقشة العامة الذي نظمته اللجنة في عام 2007 بشأن " الموارد المخصصة لإعمال حقوق الطفل - مسؤولية الدول " ، ومع التشديد على المواد 2 و3 و4 و6 من الاتفاقية، توصي اللجنة بأن تقوم الدولة الطرف بما يلي:

Nevertheless, it expresses its concern at the fact that there is still no comprehensive national policy for the implementation of children's rights in accordance to article 4 of the Convention.
غير أنها تعرب عن قلقها لأنه لا توجد حتى الآن سياسة وطنية شاملة لإعمال حقوق الطفل وفقاً للمادة 4 من الاتفاقية.

IV. Generating revenue for the realization of children's rights
رابعاً- توليد الإيرادات لإعمال حقوق الطفل

States must ensure that the activities and operations of the private sector do not have an adverse impact on their ability to realize the investment needed to implement children's rights fully.
فيجب على الدول أن تضمن عدم إضرار أنشطة القطاع الخاص وعملياته بقدرتها على الاستثمار اللازم لإعمال حقوق الطفل بشكل كامل().

32. 32- ويجب ألا تكون الاستراتيجية مجرد قائمة بنوايا حسنة، بل يجب أن تشمل وصفاً لعملية مستدامة لإعمال حقوق الطفل في سائر أنحاء الدولة؛ ويجب أن تتعدى بيانات السياسة والمبادئ لتحديد أهداف حقيقية وقابلة للتنفيذ فيما يتعلق بالمجموعة الكاملة من الحقوق الاقتصادية والاجتماعية والثقافية والمدنية والسياسية لصالح جميع الأطفال.

130. The Committee recommends that the State party pay particular attention to the full implementation of article 4 of the Convention by prioritizing budgetary allocations to ensure implementation of the economic, social and cultural rights of children, in particular, those belonging to economically disadvantaged groups, " to the maximum
130- وتوصي اللجنة الدولة الطرف بأن تولي عناية خاصة لتنفيذ أحكام المادة 4 من الاتفاقية تنفيذاً تاماً من خلال إسناد الأولوية، في مخصصات الميزانية، لإعمال حقوق الطفل الاقتصادية والاجتماعية والثقافية، وخصوصاً الأطفال الذين ينتمون إلى الفئات المحرومة اقتصادياً " إلى أقصى حدود ...

30. Ineffective taxation systems can limit the resources available for the fulfilment of children's rights.
٣٠- ومن شأن النظم الضريبية غير الفعالة أن تحُدَّ من الموارد المتاحة لإعمال حقوق الطفل.

In this respect, States parties are reminded that these measures are critical to realization of the rights of children and to give them the skills and support necessary to reduce their vulnerability and risk of becoming infected.
وفي هذا الصدد، يتم تذكير الدول الأطراف بأن هذه التدابير في غاية الأهمية لإعمال حقوق الطفل وتزويد الأطفال بالمهارات والدعم اللازم للحد من تعرضهم للفيروس وتقليل خطر الإصابة به.

680. While noting the positive economic development in the State party, the Committee is concerned that the resources allocated for the implementation of child rights are insufficient.
680- تحيط اللجنة علماً بالتطور الاقتصادي الإيجابي الحاصل لدى الدولة الطرف، لكنها تعرب عن قلقها إزاء عدم كفاية الموارد المخصصة لإعمال حقوق الطفل.

25. States must take tangible measures to mobilize domestic resources in order to realize children's rights under the Convention fully.
٢٥- ويجب أن تتخذ الدول تدابير ملموسة لتعبئة الموارد المحلية اللازمة لإعمال حقوق الطفل بموجب الاتفاقية إعمالاً كاملاً.

The Special Rapporteur on the sale of children recommended, inter alia, the creation of a high-level independent institution to enforce children's rights and public policies, in line with CRC concluding observations.
44- وأوصى المقرر الخاص المعني ببيع الأطفال بأمور منها إنشاء مؤسسة مستقلة رفيعة المستوى لإعمال حقوق الطفل والسياسات العامة تجاه الأطفال بشكل يتمشى مع الملاحظات الختامية للجنة حقوق الطفل(135).

55. Noting that gender inequality was a fundamental form of disparity in child well-being, delegates stressed that a strong gender focus in the results and resources framework was key to realizing children's rights.
