2. By resolutions 61/261 and 62/228, the General Assembly approved the framework for establishment of a new system for the internal administration of justice within the United Nations, much as the Redesign Panel had recommended.

Upon enquiry, the Advisory Committee was informed that the new internal justice system of UNRWA mirrored the United Nations two-tier system for the administration of justice.

6. The Organization's current system of internal justice was established several decades ago and is based largely on a peer review mechanism relying on volunteer staff members.
6 - وقد أنشئ النظام الحالي لإقامة العدل الداخلي في المنظمة قبل عدة عقود وهو يعتمد إلى حد بعيد على آلية تقوم على استعراض الأقران تجري المشاركة فيها على أساس طوعي.

50. The Staff Union is also concerned at the lack of adequate safeguards and an efficient, independent and well-resourced internal justice system to ensure that mobility is not misused for the purpose of unfairly separating staff members, particularly staff holding contracts that provide little security, such as fixed-term appointments.

37. Mr. Kisambira (President of the New York Staff Union) said that the commission of experts established by the Staff Union had identified the proposed internal justice Council as the lynchpin of the new system of administration of justice.

29. Ms. Skåre (Norway) said that the long-standing criticism of the current system of internal administration of justice as inefficient and unfair had been confirmed by the Redesign Panel in its report and acknowledged by the Secretary-General in his comments in response.
