The Committee refers to paragraph 19 of its 1993 concluding observations (CRC/C/15/Add.4) and recommends that the State party seek to formulate national policy on de-institutionalization, increase the use of alternative measures to the institutionalization of children and consider measures to strengthen community oriented social services.
