3. Considering that universal accession to and acceptance, implementation and observance of the provisions of the Registration Convention:

5. The Working Group noted that its conclusions did not constitute an authoritative interpretation of or proposed amendments to the Registration Convention or the Liability Convention.

The view was expressed that a uniform and complete application of the Registration Convention was important for governmental as well as commercial space activities.
126- ورُئي أن التطبيق المتسق والكامل لاتفاقية التسجيل هام فيما يتعلق بالأنشطة الفضائية الحكومية والتجارية كذلك.

VIII). Since an aerospace object is designed to take off as if it were an aircraft, taking off from a runway and gradually gaining altitude thanks to the uplifting powers of air streaming over its wings, it cannot be considered launched in the ordinary sense of the word and, hence, would not be subject to the Registration Convention or to article VIII of the Outer Space Treaty.

Improved space object characterizations: States that register space objects in accordance with the Registration Convention could give serious consideration to declaring additional information concerning, inter alia, the manoeuvrability and effective irradiated power capabilities of newly registered space objects.
تحسين تصنيفات الأجسام الفضائية: يمكن للدول التي تسجل الأجسام الفضائية وفقا لاتفاقية التسجيل النظر بجدية في الإعلان عن معلومات إضافية تتعلق، في جملة أمور، بمدى قدرة الأجسام الفضائية المسجلة حديثا على المناورة وقدراتها الفعلية من حيث الطاقة الإشعاعية.

Certainly, the Registration Convention cannot be applied as such to the registration of " aerospace vehicles " .

That delegation was of the view that compliance with the Registration Convention could be enhanced in respect of non-registration if the State from whose territory or facility an object was launched contacted the other relevant State or international organization to determine which of the States or international organizations involved should register the space object.

The Subcommittee noted with satisfaction that its work under agenda item 9 would encourage States to adhere to the Registration Convention, improve the application and enhance the effectiveness of the Convention and assist in developing and strengthening national legislative norms relating to the registration of objects launched into outer space.
120- ولاحظت اللجنة الفرعية بارتياح أن عملها في إطار البند 9 من جدول الأعمال سيشجّع الدول على الامتثال لاتفاقية التسجيل وتحسين تطبيقها وتعزيز فعاليتها ويساعد على وضع قواعد تشريعية وطنية بشأن تسجيل الأجسام المطلقة في الفضاء الخارجي وتعزيزها.

It is added in an " Important Note " to the Online Index that " information in square brackets () and highlighted in green has been obtained from other sources and has not been communicated to the United Nations in conformity with the Registration Convention or resolution 1721 B (XVI) " .
