The Government of the Islamic Republic of Iran registers its strong objections to such illegal and aggressive acts which are against the Tehran Agreement of 6 January 1991 and the principles of good-neighbourliness and friendly relations between the two countries.
إن حكومة إيران اﻹسلامية تسجل اعتراضها الشديد على هذه اﻷعمال العدوانية وغير المشروعة المخالفة لاتفاق طهران المعقود في ٦ كانون الثاني/يناير ١٩٩١ ولمبادئ حسن الجوار والعلاقات الودية بين البلدين.

According to the Tehran Agreement of 17 September, the temporary cease-fire is to be implemented through the instrumentality of a Joint Commission, consisting of representatives of the Government and of the opposition.
١٥ - وفقا لاتفاق طهران المؤرخ ١٧ أيلول/سبتمبر، سينفﱠذ وقف إطلاق النار المؤقت عن طريق آلية تتمثل في لجنة مشتركة، مكونة من ممثلين للحكومة وللمعارضة.

3. Calls upon the parties to comply fully with the Tehran Agreement and all the other obligations they have assumed, and strongly urges them to extend the ceasefire for the whole duration of the inter-Tajik talks;

However, such issues as the agenda, time and venue for the fourth round of negotiations remained unresolved and the opposition continued to insist on various conditions, particularly the withdrawal of 350 Tajik government soldiers deployed in Gorno-Badakshan in violation of the Tehran Agreement.
غير أنه لم يجر الاتفاق على بعض القضايا المتصلة بجولة المفاوضات الرابعة مثل جدول أعمال الجولة وزمان ومكان انعقادها، وما زالت المعارضة تصر على شروط مختلفة منها على اﻷخص سحب ٣٥٠ من جنود الحكومة الطاجيكية جرى وزعهم في منطقة غورنو باداخشان وهو ما يشكل انتهاكا لاتفاق طهران.

10. Emphasizes the absolute necessity for the parties to comply fully with all their obligations they have assumed and urges them, in particular, to observe strictly the Tehran Agreement of 17 September 1994 and to agree to its substantial extension;
١٠ - يشدد على الضرورة المطلقة لامتثال الطرفين امتثالا تاما لجميع الالتزامات التي تعهدا بها، ويحثهما، بوجه خاص، على المراعاة الدقيقة لاتفاق طهران المؤرخ ١٧ أيلول/سبتمبر ١٩٩٤، وعلى الموافقة على تمديده لفترة طويلة؛

“10. Emphasizes the absolute necessity for the parties to comply fully with all their obligations they have assumed and urges them, in particular, to observe strictly the Tehran Agreement of 17 September 1994 and to agree to its substantial extension;

3. On 13 December 1995, the two delegations adopted a joint declaration (see annex I to the present report), in which they deplored the serious violations of the Tehran Agreement (S/1994/1102, annex I) and pledged to respect it in the future.
٣ - وفي ١٣ كانون اﻷول/ديسمبر ١٩٩٥، أصدر الوفدان بيانا مشتركا )انظر المرفق اﻷول من هذا التقرير( شجبــا فيه الانتهاكات الجسيمة لاتفاق طهران S/1994/1102)، المرفق اﻷول(، وتعهـدا باحترامـه في المستقبل.

Given the serious concerns expressed by the opposition delegation regarding the human rights situation in the Karategin valley, the two sides reconfirmed their commitment to the letter and spirit of the Tehran Agreement, in particular with regard to the need for the protection of human rights as defined in the Agreement.
١١ - وبالنظر إلى القلق الخطير الذي أعرب عنه وفد المعارضة إزاء حالة حقوق اﻹنسان في وادي كاراتيغين، أكد الجانبان التزامهما من جديد بالامتثال لاتفاق طهران نصا وروحا، وخاصة فيما يتعلق بضرورة حماية حقوق اﻹنسان على النحو المحدد في الاتفاق.

6. Welcomes the intention of the Secretary-General to report to the Council by 15 January 1997 on the parties' compliance with the Tehran Agreement and the results of meetings between the President of the Republic of Tajikistan and the leader of the UTO, and requests him also to provide recommendations in that report on the nature and size of the United Nations presence in Tajikistan in this light;
٦ - يرحب باعتزام اﻷمين العام تقديم تقرير إلى المجلس بحلول ٥١ كانون الثاني/يناير ٧٩٩١ عن مدى امتثال الطرفين لاتفاق طهران وعن نتائج الاجتماعات بين رئيس جمهورية طاجيكستان وزعيم المعارضة الطاجيكية المتحدة، ويطلب إليه أيضا أن يقدم، في ضوء ذلك، توصيات في ذلك التقرير بشأن طبيعة، وحجم، تواجد اﻷمم المتحدة في طاجيكستان؛

The delegations of the Republic of Tajikistan and the United Tajik Opposition, expressing their interest in achieving concrete results in the course of the continuous round of inter-Tajik talks in Ashkhabad, in accordance with the protocol on the fundamental principles for establishing peace and national accord, condemn the serious violations of the Tehran Agreement that have been committed from 18 August 1995 up to the present time.
إن وفدي جمهورية طاجيكستان والمعارضة الطاجيكية المتحدة، إذ يعربان عن اهتمامهما بتحقيق نتائج ملموسة خلال الجولة المتواصلة للمحادثات بين الطرفين الطاجيكيين في عشق آباد، وفقا للبروتوكول المتعلق بالمبادئ اﻷساسية ﻹقرار السلام والاتفاق الوطني، يدينان الانتهاكات الجسيمة لاتفاق طهران التي ارتُكبت من ١٨ آب/أغسطس ١٩٩٥ إلى الوقت الحالي.

“6. 11. During the reporting period, UNMOT and the Joint Commission received 79 complaints of alleged violations of the Tehran Agreement (S/1994/1102, annex I). The complaints submitted by the Government dealt mainly with the deployment of opposition fighters to the Garm, Tavildara and Gorny Badakhshan regions and attacks directed against government installations and personnel.
١١ - وفي أثناء الفترة المشمولة بالتقرير تلقت بعثة مراقبي اﻷمم المتحدة في طاجيكستان، والقيادة المشتركة ٧٩ شكوى تتعلق بانتهاكات مزعومة لاتفاق طهران S/1994/1102)، المرفق اﻷول(. وتنصب الشكاوى المقدمة من الحكومة أساسا على انتشار مقاتلي المعارضة في مناطق غارم وتافيلدارا، وغورني - باداخشان، والهجمات التي تشنها ضد المنشآت واﻷفراد التابعين للحكومة.
