In response to the request contained in a letter dated 1 March 2002 from the Permanent Representative of Spain to the United Nations (S/2002/218), the President, with the consent of the Council, extended an invitation under rule 39 of the Council's provisional rules of procedure to Javier Solana, Secretary-General of the Council of the European Union and High Representative for the Common Foreign and Security Policy.
