Work on reports had been under way for several months as part of the preparation for a possible comprehensive review by the Council of Iraq's compliance with its obligations under relevant resolutions (S/1998/920, para. 77).

The Commission intends to continue its intensive inspection, verification and analytical efforts with the objective of presenting to the Security Council, as soon as possible, its assessments of Iraq's compliance with the biological weapons-related provisions of Security Council resolution 687 (1991).
وتنوي اللجنة مواصلة جهودها المكثفة في مجال التفتيش والتحقق والتحليل كيما تقدم إلى مجلس اﻷمن، في أسرع وقت ممكن، تقييماتها لامتثال العراق إلى أحكام قرار مجلس اﻷمن ٦٨٧ )١٩٩١( المتصلة باﻷسلحة البيولوجية.

6. With regard to the second task, the creation and activation of a system of ongoing monitoring and verification of Iraq's compliance with its obligation not to reacquire the proscribed items, the final building block of a multi-layered control mechanism to detect any re-emergence of the weapons denied to Iraq, an export/import control mechanism has been put in place.
٦ - وفيما يتعلق بالمهمة الثانية وهي إنشاء وتشغيل نظام للرصد والتحقق المستمرين لامتثال العراق بالتزامه بعدم حيازة مواد محظورة من جديد فقد وضعت آخر لَبِنة في بناء آلية مراقبة متعددة الطبقات لتقصي ظهور أي أسلحة محظورة على العراق من جديد، وهي آلية مراقبة الصادرات والواردات.

23. The establishment and effective functioning of a system for ongoing monitoring and verification of Iraq's compliance with its obligations is a necessary condition if the Commission is to be able to report to the Council under paragraph 22 of resolution 687 (1991).
٢٣ - يمثل إنشاء وفعالية أداء نظام للرصد والتحقق المستمرين لامتثال العراق لالتزاماته شرطا ضروريا لقدرة اللجنة على تقديم تقرير الى المجلس بموجب الفقرة ٢٢ من القرار ٦٨٧ )١٩٩١(.

That mandate has two specific parts: first to identify and dispose of Iraq's weapons of mass destruction in the chemical and biological areas, its long-range missiles and related capabilities in all proscribed areas; and, secondly, to create and operate a system of ongoing monitoring of Iraq's compliance with its obligation not to acquire proscribed weapons and capabilities.

84. The monitoring plan approved under Security Council resolution 715 (1991) calls for ongoing monitoring and verification of Iraq's compliance with its unconditional obligation not to use, retain, possess, develop, construct or otherwise acquire any weapons or related items prohibited under paragraphs 8 and 9 of resolution 687 (1991).
٤٨ - تدعو خطة الرصد التي أقرها مجلس اﻷمن في قراره ٥١٧ )١٩٩١( إلى " الرصد والتحقق المستمرين لامتثال العراق بألا يستعمل أو يستبقي أو يمتلك أو يستحدث أو يبني أو يحوز على أي نحو آخر أيا من اﻷسلحة أو المواد المتصلة بها المحظورة بموجب الفقرتين ٨ و ٩ من القرار ٧٨٦ )١٩٩١(.

As I have previously reported, there is no technical impediment to the Agency's full implementation in Iraq of its plan for the ongoing monitoring and verification of Iraq's compliance with its obligations under the relevant resolutions and, as part of the plan, to continue to follow up on the few remaining questions and concerns relating to Iraq's clandestine nuclear programme and any other matter that may come to the Agency's attention.
وكما ذكرت في تقاريري السابقة، ليس ثمة عائق من الوجهة التقنية يحول دون تنفيذ الوكالة الكامل في العراق لخطتها من أجل الرصد والتحقق المستمرين لامتثال العراق لالتزاماته بموجب القرارات ذات الصلـة، ودون استمرارها، فـي إطـار الخطة المذكـورة، فـي متابعة المسائـل والشواغـل القليلة المتبقية فيما يتصل ببرنامج العراق النووي السري وأي أمر آخر قد يصل إلى علم الوكالة.
