49/7. Regional conference on Assistance to Refugees, returnees and displaced persons in the Great Lakes region
٩٤/٧ - المؤتمر اﻹقليمي لتقديم المساعدة إلى اللاجئين والعائدين والمشردين في منطقة البحيرات الكبرى

The Assembly also fully endorsed the wish of the heads of State and Government of African countries to convene a regional conference on Assistance to Refugees, returnees and displaced persons in the Great Lakes region.
كذلك أعربت الجمعية العامة عن تأييدها التام لرغبة رؤساء دول وحكومات البلدان اﻷفريقية في عقد مؤتمر إقليمي لتقديم المساعدة إلى اللاجئين والعائدين والمشردين في منطقة البحيرات الكبرى.

The twenty-second ordinary session of the OAU Coordinating Committee on Assistance to Refugees (CCAR) met under the chairmanship of the UNHCR Regional Liaison Representative for Africa at Windhoek, from 13 to 16 April 1992.
وعقدت الدورة العادية الثانية والعشرون للجنة التنسيقية لتقديم المساعدة إلى اللاجئين في افريقيا برئاسة ممثل الاتصال اﻹقليمي لافريقيا التابع للمفوضية في ويندهوك، وذلك في الفترة من ١٣ إلى ١٦ نيسان/أبريل ١٩٩٢.

While noting the State party's significant efforts in the past to provide assistance to refugees and internally displaced persons, the Committee remains concerned that:
309- تلاحظ اللجنة أن الدولة الطرف بذلت جهوداً كبيرة في الماضي لتقديم المساعدة إلى اللاجئين والأشخاص المشردين داخلياً، ومع ذلك تظل قلقة لأن:

The Commission stressed the importance of adequate contributions to the regular budget to ensure and enhance the maintenance and effectiveness of the Agency's infrastructure and its main programmes of assistance to the refugees.
وأكدت اللجنة أهمية تقديم تبرعات كافية إلى الميزانية العادية للوكالة لكفالة صيانة وفعالية الهياكل الأساسية التابعة للوكالة ومواصلة برامجها الرئيسية لتقديم المساعدة إلى اللاجئين.

To address the multifaceted problems of refugees in the region, UNHCR and OAU jointly organized an International Conference on Assistance to Refugees, Returnees and Displaced Persons, which was held at Bujumbura in February 1995.
وبغية التصدي لمشاكل اللاجئين المتعددة الجوانب في المنطقة، اشتركت المفوضية مع منظمة الوحدة اﻷفريقية في تنظيم مؤتمر دولي لتقديم المساعدة إلى اللاجئين والعائدين والمشردين وعقد المؤتمر في بوجومبورا في شباط/فبراير ١٩٩٥.

Recalling its resolution 49/7 of 25 October 1994, in which it endorsed the convening of a regional conference on Assistance to Refugees, returnees and displaced persons in the Great Lakes region,
وإذ تشير إلى قرارها ٤٩/٧ المؤرخ ٢٥ تشرين اﻷول/أكتوبر ١٩٩٤، الذي أيدت فيه عقد مؤتمر إقليمي لتقديم المساعدة إلى اللاجئين والعائدين والمشردين في منطقة البحيرات الكبرى،

12. The OAU/UNHCR Regional Conference on Assistance to Refugees, Returnees and Displaced Persons in the Great Lakes Region took place from 15 to 17 February 1995 in Bujumbura.
١٢ - عقد المؤتمر اﻹقليمي لمنظمة الوحدة الافريقية/مفوضية اﻷمم المتحدة لشؤون اللاجئين لتقديم المساعدة إلى اللاجئين والعائدين والمشردين في منطقة البحيرات الكبرى في الفترة من ١٥ إلى ١٧ شباط/ فبراير ١٩٩٥ في بوجمبورا.

18. Reiterates that the Plan of Action adopted by the Regional Conference on Assistance to Refugees, Returnees and Displaced Persons in the Great Lakes Region, held at Bujumbura from 15 to 17 February 1995, as endorsed by the General Assembly in its resolution 50/149 of 21 December 1995, continues to be a viable framework for the resolution of the refugee and humanitarian problems in that region;
١٨ - تؤكد من جديد أن خطة العمل التي اعتمدها المؤتمر اﻹقليمي لتقديم المساعدة إلى اللاجئين والعائدين والمشردين في منطقة البحيرات الكبرى الذي عقد في بوجمبورا في الفترة من ١٥ إلى ١٧ شباط/فبراير ١٩٩٥، والتي أيدتها الجمعية العامة في قرارها ٥٠/١٤٩ المؤرخ ٢١ كانون اﻷول/ ديسمبر ١٩٩٥، لا تزال تمثل إطارا صالحا لحل مشاكل اللاجئين والمشاكل اﻹنسانية في تلك المنطقة؛

15. Serbia had done much to provide assistance to refugees and internally displaced persons.
15 - وقد فعلت صربيا الكثير لتقديم المساعدة إلى اللاجئين والمشردين داخلياً.

The increase in budgetary allocations to provide assistance to refugees, mentioned in the report of the Secretary-General (A/65/324) was an indication of the collective will to combat refugee crises in Africa.
وأضافت أن الزيادة في مخصصات الميزانية لتقديم المساعدة إلى اللاجئين المذكورة في تقرير الأمين العام (A/65/324)، دليل على الإرادة الجماعية للتصدي لأزمات اللاجئين في أفريقيا.

وإذ تشير إلى قرارها ٩٤/٧ المؤرخ ٥٢ تشرين اﻷول/أكتوبر ٤٩٩١، الذي أيدت فيه عقد مؤتمر إقليمي لتقديم المساعدة إلى اللاجئين والعائدين والمشردين في منطقة البحيرات الكبرى،

27. Guinea's commitment to refugees, however, had never waned, as evidenced by the National Assembly's adoption of a law on the status of refugees in Guinea and the recent establishment of a National Inter-ministerial Commission for assistance to refugees and Displaced Persons.
27 - واستدرك قائلا إن التزام غينيا تجاه اللاجئين لم يفتر قط بدليل أن الجمعية الوطنية اعتمدت قانونا يتعلق بوضع اللاجئين في غينيا وأنشأت مؤخرا لجنة وطنية مشتركة بين الوزارات لتقديم المساعدة إلى اللاجئين والمشردين.

8. Lastly, the General Assembly endorsed fully the wish of the Heads of State and Government of African countries to convene a regional conference for assistance to refugees, returnees and displaced persons in the Great Lakes region and consequently invited the competent bodies of the United Nations system to take part in the implementation of such an initiative.
٨- وأخيرا، أيدﱠت الجمعية العامة كل التأييد حرص رؤساء الدول والحكومات الافريقية على الدعوة إلى عقد مؤتمر إقليمي لتقديم المساعدة إلى اللاجئين والعائدين والمشردين في منطقة البحيرات الكبرى، ومن ثم، دعت الهيئات المختصة في منظومة اﻷمم المتحدة إلى المشاركة في تنفيذ هذه المبادرة.

The impact of the tragic events of 11 September 2001 on the treatment of refugees and asylum-seekers originating from OIC member States, as well as the ensuing developments in Afghanistan, have also created the space for the two institutions to further enhance their joint provision of assistance to refugees.
كما أن تأثير أحداث 11 أيلول/سبتمبر 2001 المأساوية على معاملة اللاجئين وطالبي اللجوء القادمين من دول أعضاء في منظمة المؤتمر الإسلامي فضلا عن التطورات المستجدة في أفغانستان، قد هيأ مجالا لقيام المؤسستين بمواصلة تعزيز جهودهما المشتركة لتقديم المساعدة إلى اللاجئين.
