Article 4 (2) requires that " States shall take measures to create favourable conditions to enable persons belonging to minorities to express their characteristics and to develop their culture, language, religion, traditions and customs " .

53. The 1992 Declaration on Minorities, in article 4, paragraphs2 and 3, establishes positive obligations requiring that States take measures to create favourable conditions to enable persons belonging to minorities to express their characteristics and develop their culture, language, religion, traditions and customs.

33. Positive obligations of States are further emphasized in the requirement for States to take measures to create favourable conditions to enable persons belonging to minorities to express their characteristics and to develop their culture, language, religion, traditions and customs (art. 4, para. 2).
33 - ويجري التأكيد بصورة أكبر على الالتزامات الإيجابية للدول حيث يُطلب إلى الدول اتخاذ تدابير لتهيئة الظروف المواتية لتمكين الأشخاص المنتمين إلى أقليات من التعبير عن خصائصهم وتنمية ثقافتهم ولغتهم ودينهم وتقاليدهم وعاداتهم (الفقرة 2، المادة 4).

Pursuant to article 4, paragraph 2, of the Declaration, States should " take measures to create favourable conditions to enable persons belonging to minorities to express their characteristics and to develop their culture, language, religion, traditions and customs, except where specific practices are in violation of national laws and contrary to international standards " .

For instance, under article 4.2, " States shall take measures to create favourable conditions to enable persons belonging to minorities to express their characteristics and to develop their culture, language, religion, traditions and customs, .... "

66. While noting the adoption of the Tuva Language Study programme in 2005 CERD, in 2006, expressed concern about the lack of practical measures to support minority languages and recommended that Mongolia facilitate the participation of ethnic minorities in the elaboration of cultural and educational policies to enable persons belonging to minorities to learn or to have instruction in their mother tongue as well as in the official language.
