2. In resolution 49/165, the General Assembly recognized the obligations of sending countries to protect and promote interests of their citizens and the obligations of receiving countries to ensure the human rights of all persons within their boundaries, and specifically those of women migrant workers.
٢ - وفي قرار الجمعية العامة ٤٩/١٦٥، سلمت الجمعية بالتزامات البلدان المرسلة بحماية ورعاية مصالح مواطنيها، وبالتزامات البلدان المستقبلة بتأمين حقوق اﻹنسان لجميع اﻷشخاص الموجودين داخل حدودها، وبخاصة حقوق العاملات المهاجرات.

While acknowledging that it was the primary duty of a State to provide employment and appropriate training and education to its citizens to enable them to improve their lot in life, receiving countries also had a moral obligation, as signatories to the Charter of the United Nations, to ensure that the fundamental human rights and freedom of all persons within their boundaries were protected.
ومع الاعتراف بأن الواجب اﻷساسي ﻷية دولة هو توفير العمل والتدريب والتعليم الملائمين لمواطنيها لتمكينهم من تحسين نصيبهم من الحياة، فإنه يترتب على البلدان المستقبلة أيضا التزام معنوي، بوصفها موقعة على ميثاق اﻷمم المتحدة، بضمان حماية الحقوق المدنية اﻷساسية لجميع اﻷشخاص الموجودين داخل حدودها وحرية هؤلاء اﻷشخاص.
