In this resolution, the General Assembly notes that during the reporting period the travel controls previously imposed by the host country on staff of certain missions and staff members of the Secretariat of certain nationalities remained in effect; it requests the host country to consider removing such travel controls, and in this regard notes the positions of affected States, of the Secretary-General and of the host country.
وتلاحظ الجمعية العامة في ذلك القرار أن القيود التي فرضها البلد المضيف من قبل على سفر موظفي بعض البعثات وموظفي اﻷمانة العامة المنتمين لجنسيات معينة ظلت سارية المفعول خلال الفترة المشمولة بالتقرير، وتطلب من البلد المضيف النظر في رفع هذه القيود، وتلاحظ في هذا الصدد مواقف الدول المتأثرة بالقيود ومواقف اﻷمين العام والبلد المضيف.

The Movement considers that the restrictions imposed on the staff of certain missions and officials of certain nationalities by the competent authorities of the host country violate the Headquarters Agreement between the United Nations and the host country, as well as the provisions of the international legal instruments on diplomatic prerogatives and immunities to which the United States is a State party.
وترى الحركة أن القيود التي تفرضها السلطات المختصة في البلد المضيف على سفر موظفي بعض البعثات الدائمة لدى الأمم المتحدة، والمسؤولين الحاملين لجنسيات معينة تشكل انتهاكا لاتفاق المقر المبرم بين الأمم المتحدة والبلد المضيف، وأحكام الصكوك القانونية الدولية المتعلقة بالامتيازات والحصانات الدبلوماسية، التي تندرج الولايات المتحدة ضمن الدول الأطراف فيها.

24. It was also regrettable that travel restrictions continued to be imposed on some missions, including his own, and also on staff members of the Secretariat of certain nationalities -- an unjust and discriminatory policy that not only contravened the obligations of the host country as set out in the Headquarters Agreement but also violated the provisions of the relevant international instruments.
24 - وأضاف قائلا إن ما يؤسف له أنه لا تزال تفرض قيود خاصة بالسفر على بعض البعثات ومن بينها بعثة بلده، وأيضا على موظفين تابعين للأمانة العامة ينتمون لجنسيات معينة - وهذه سياسة غير عادلة وتمييزية، وهي تخالف التزامات البلد المضيف على النحو المبين في اتفاق المقر، ليس هذا فحسب، بل إنها أيضا تنتهك أحكام الصكوك الدولية ذات الصلة.
