• Human Rights in the Sudan

Mr. Al-Gasim lobbied for the extension of the mandate of the independent expert on the situation of Human Rights in the Sudan, and delivered a number of oral interventions before the Council on alleged human rights violations committed by the Sudanese authorities in the country.

Since the presentation of the interim report, despite the reconvening of the National Assembly in April 2001, the Special Rapporteur continued to receive information to the effect that the overall situation of Human Rights in the Sudan has not improved.
16- ولا يزال المقرر الخاص يتلقى منذ تقديم تقريره المؤقت ورغم انعقاد المجلس الوطني من جديد في نيسان/أبريل 2001 معلومات تفيد بعدم تحسن الحالة العامة لحقوق الإنسان في السودان.

16. The Special Rapporteur was shocked to gather more information about the disregard of international humanitarian standards by both parties, a situation which inflicts unlimited suffering and injustice on the civilian population in the war zones and which constitutes by far the most serious threat to Human Rights in the Sudan.
16- وذهل المقرر الخاص لأنه جمع قدرا أكبر من المعلومات عن عدم الاكتراث بالمعايير الإنسانية الدولية من جانب كلا الطرفين، وهي حالة تلحق معاناة وضيما لا حدود لهما بالمدنيين في مناطق الحرب وتشكل إلى حد كبير أخطر تهديد لحقوق الإنسان في السودان.

The Special Rapporteur has noted the need for technical assistance in the field of human rights and the media and he welcomes the perspective of permanent representation of the Office of the High Commissioner for Human Rights in the Sudan to implement a technical cooperation project, which is currently being elaborated after a needs assessment mission in September 1999.
138- وقد أحاط المقرر الخاص علماً بضرورة توفير المساعدة التقنية في مجال حقوق الإنسان ووسائط الإعلام، وأعرب عن ترحيبه بفكرة فتح مكتب دائم يمثل مفوضية الأمم المتحدة لحقوق الإنسان في السودان لتنفيذ مشروع التعاون التقني الذي يتم وضعه الآن تعقيباً لبعثة تقييم الاحتياجات في شهر أيلول/سبتمبر 1999.

" (c) To provide all necessary support to and cooperate fully with the independent expert of the Commission on Human Rights on the situation of Human Rights in the Sudan and the Office of the United Nations High Commissioner for Human Rights in the Sudan in their monitoring role aimed at improving respect for human rights and humanitarian law and assisting in national capacity-building in the area of the promotion and protection of human rights;
" (ج) تقديم كل الدعم اللازم لخبير لجنة حقوق الإنسان المستقل المعني بحالة حقوق الإنسان في السودان لمفوضية الأمم المتحدة لحقوق الإنسان في السودان في دور الرصد الذي يضطلعان به لتعزيز احترام حقوق الإنسان والقانون الإنساني والمساعدة في بناء القدرات الوطنية في مجال تعزيز حقوق الإنسان وحمايتها؛

" (f) The expansion of the Office of the United Nations High Commissioner for Human Rights in the Sudan to include a monitoring role aimed at improving respect for human rights and humanitarian law and assisting in national capacity-building in the area of the promotion and protection of human rights, including an initial increase in the number of human rights monitors in Darfur from eight to at least sixteen within one month;
