This report reviews the implementation of the Buenos Aires Plan of Action in that period by Member States and organizations of the United Nations system.

A United Nations conference on South-South cooperation marking the thirtieth anniversary of the Buenos Aires Plan of Action would offer a good opportunity to expand the base of South-South cooperation.

His delegation supported the recommendation by the High- level Committee on South-South Cooperation, at its fifteenth session, that a United Nations conference on South-South cooperation should be convened to commemorate the thirtieth anniversary of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries.
وأعرب عن تأييد وفده توصية اللجنة الرفيعة المستوى للتعاون بين بلدان الجنوب، في دورتها الخامسة عشرة، التي تدعو إلى عقد مؤتمر للأمم المتحدة للتعاون بين بلدان الجنوب للاحتفال بالذكرى السنوية الثلاثين لخطة عمل بوينس آيرس لتعزيز وتنفيذ التعاون التقني بين البلدان النامية.

It was therefore crucial for the fifth session of the Conference of the Parties to the United Nations Framework Convention on Climate Change to make substantive progress on key elements of the Buenos Aires Plan of Action, the timely entry into force of the Kyoto Protocol and the development of rules for its implementation on a least-cost basis.

The twentieth anniversary of the Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries on 7 October should generate renewed commitment to such cooperation.

In accordance with the Buenos Aires Plan of Action, Argentina considers it appropriate to renew its commitment to promoting and strengthening ties between the States members of the zone through intensified exchanges of information from each country, including political, economic, social and cultural aspects.

1. General activities. SELA reported that, in commemoration of the tenth anniversary of the Buenos Aires Plan of Action, it had established guidelines to intensify the use of the TCDC mechanism as a useful and flexible tool to support the economic and social development of member countries.

14. The continued validity of the Buenos Aires Plan of Action has been repeatedly reaffirmed by the General Assembly, the Economic and Social Council, and by the conferences and governing bodies of many specialized agencies.
14 - وأعادت الجمعية العامة التأكيد مرارا على الصلاحية المستمرة لخطة عمل بوينس آيرس، هو ما فعله أيضا المجلس الاقتصادي والاجتماعي ومؤتمرات ومجالس إدارة كثير من الوكالات المتخصصة.

What was most encouraging was the overwhelming support for TCDC expressed by member States at the twentieth anniversary commemoration of the Buenos Aires Plan of Action, organized in October 1998.
أما أكثر ما بعث على التشجيع فكان التأييد الساحق للتعاون التقني فيما بين البلدان النامية التي أعربت عنه الدول اﻷعضاء في الاحتفال بالذكرى السنوية العشرين لخطة عمل بوينس آيرس، الذي نظم في تشرين اﻷول/أكتوبر ١٩٩٨.

He noted that the draft decision sought to register political agreements on core elements of the Buenos Aires Plan of Action, which would be incorporated into complete decisions on the relevant subjects for adoption later in the session. The text of the decision would be edited, and a number of legal and technical points would need to be adjusted.
39- ولاحظ أن مشروع المقرر يرمي إلى تسجيل الاتفاقات السياسية على العناصر الأساسية لخطة عمل بوينس آيرس التي ستدرج ضمن المقررات الكاملة بشأن المواضيع ذات الصلة كي تعتمد في الدورة في وقت لاحق، وسيلزم تعديل عدد من النقاط القانونية والفنية.

10. Given the importance of such collaboration, his delegation urged the General Assembly to convene a United Nations conference on south-south cooperation in 2008 to mark the thirtieth anniversary of the 1978 Buenos Aires Plan of Action for Promoting and Implementing Technical Cooperation among Developing Countries.
10 - ونظراً لأهمية هذا التعاون، فإن وفده يحثّ الجمعية العامة على الدعوة لعقد مؤتمر للأمم المتحدة بشأن التعاون فيما بين بلدان الجنوب في سنة 2008 للاحتفاء بالذكرى الثلاثين لخطة عمل بوينس آيرس المعتمدة في سنة 1978 لتشجيع وتنفيذ التعاون التقني فيما بين البلدان النامية.

Recognizes that developing countries have a primary responsibility for promoting technical cooperation among themselves, and that developed countries and the United Nations system should assist and support such activities and should play a prominent role as promoters and catalysts of technical cooperation among developing countries, in accordance with the Buenos Aires Plan of Action; b/
