14. The judicial activity of the Chambers of the Tribunal comprises trials, appellate proceedings (appeals, interlocutory appeals and State requests for review), proceedings pertaining to the exercise of the primacy of the Tribunal (rules 7 bis, 9, 10, 11 and 13 of the Rules of Procedure and Evidence) as well as contempt proceedings pursuant to rule 77.

The reasons for this delay are: (a) the revision of the assessment of the complexity of the case compared with other cases; and (b) problems with the composition of the legal support team (including the departure of the team leader due to his appointment as acting Head of Chambers) that were identified in June 2014 and addressed by the appointment of a new team leader.

The increased utilization of courtrooms has revealed an underestimation of support resources in previous years, especially in the Administrative Support Division and the Victims and Witnesses Section, where the increased level of resources approved for Chambers was not matched by an increase in personnel.
