At the twelfth summit meeting of Heads of State and Government of the Movement of Non-Aligned Countries, held at Durban in September 1998, it had been emphasized that lowering the ceiling of the scale of assessments for the regular budget would distort the principle of capacity to pay and was therefore unacceptable.

It was time to heed the call made at the Twelfth Conference of Heads of State or Government of Non-Aligned Countries in 1998 for an international summit conference under the auspices of the United Nations on international terrorism, a call reiterated by the Heads of State and Government of the Organization of African Unity in July 1999.
وقد حان وقت الإصغاء إلى الدعوة التي وجهت في المؤتمر الثاني عشر لرؤساء دول وحكومات بلدان حركة عدم الانحياز في عام 1998 من أجل عقد مؤتمر قمة دولي معني بالإرهاب الدولي تحت رعاية الأمم المتحدة، وهي دعوة كررها رؤساء دول وحكومات منظمة الوحدة الأفريقية في تموز/يوليه 1999.

As agreed upon at the fourteenth summit of Heads of State and Government of the Non-Aligned Movement, we recognize the inalienable right that all States have to develop and use nuclear energy for purely peaceful means through rigorous respect for International Atomic Energy Agency (IAEA) safeguards.

Noting the initiatives introduced since its previous session on the question of human rights and terrorism at the international, interregional and national levels, as shown by the commitment made by the Movement of NonAligned Countries to fight terrorism, as expressed by the XIII Conference of the Heads of State and Government of the NonAligned Movement, held in Kuala Lumpur in February 2003,
