The Programme’s title reflected a shift from earlier compartmentalized initiatives that had focused on the elderly to a new approach emphasizing ageing, rather than old age, and based on the idea that, since life was a continuum, the best way to ensure health in older age was to highlight the ageing dimension throughout the life cycle.
ويعكس عنوان البرنامج تحولا من المبادرات المجزأة السابقة التي كانت تركز على المسنين إلى نهج جديد يركز على الشيخوخة بدلا من كبر السن، ويقوم على فكرة مؤداها أنه لما كانت الحياة مسيرة متصلة، فإن أفضل طريقة لضمان الصحة في الشيخوخة هي إلقاء الضوء على بُعد الشيوخة طوال دورة الحياة.

The former grants everyone the right to a standard of living adequate for the health and well-being of the person and the family, while the latter recognizes the right of everyone to an adequate level of living, including food, clothing and housing and the continuous improvement of living conditions.
فالمادة 25 من الإعلان تمنح لكل شخص الحق في مستوى معيشة يكفي لضمان الصحة والرفاهة له ولأسرته، بينما تعترف المادة 11 من العهد بحق كل شخص في مستوى معيشي ملائم، بما في ذلك الغذاء والكساء والمأوى وبحقه في تحسين متواصل لظروفه المعيشية.

In 1948, the General Assembly of the United Nations declared in Article 25 of the Universal Declaration of Human Rights that'everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food'.

The Universal Declaration of Human Rights has arguably recognized implicitly the right to drinking water and sanitation in article 25 (1), which states that " everyone has the right to a standard of living adequate for the health and well-being of himself and of his family, including food, clothing, housing and medical care ... " .
