At the Internal Security Forces Academy and the Salambo School for National Security and Police Officers, students are taught about the culture of international humanitarian law as a branch of international law.
وفي المدرسة العليا لقوات الأمن الداخلي والمدرسة الوطنية لتكوين إطارات الأمن الوطني والشرطة الوطنية بصلامبو، يدرس الطلاب ثقافة القانون الإنساني الدولي بوصفها شُعبة من شُعب القانون الدولي.

According to the Internal Security Forces, since January 2007, the practice has led to two deaths and 10 injuries.
ووفقا لقوات الأمن الداخلي فقد أدت هذه الممارسة منذ كانون الثاني/يناير 2007 إلى مقتل شخصين وإصابة 10 أشخاص بجروح.

1. The Ministry of the Interior and Municipalities provided a copy of two studies from the General Directorate of the Internal Security Forces and the General Directorate of General Security concerning the application of international humanitarian law.
1 - قدمت وزارة الداخلية والبلديات نسخة من دراستين قامت بهما المديرية العامة لقوات الأمن الداخلي والمديرية العامة للأمن العام وتتعلقان بتطبيق القانون الإنساني الدولي.

On 25 January 2008, Major Wissam Eid, head of the technical section of the Information Branch of the Internal Security Forces, was killed along with five others and 20 people were injured.
وفي 25 كانون الثاني/يناير 2008، قُتل النقيب وسام عيد، رئيس القسم التقني في فرع المعلومات التابع لقوات الأمن الداخلي وخمسة أشخاص آخرين، وأصيب عشرون شخصا بجروح.

2.1 The author witnessed his brother's arrest on 27 July 1995, at approximately 3 a.m., by between five and seven plain-cloth members of the Al Bida branch of the Internal Security Forces.

239. With regard to research and studies in this area, it should be noted that high-ranking professional staff graduates of various security and National Guard schools, such as the Higher Institute of Internal Security Forces, have prepared and published a number of papers and theses.
239- وفي مجال البحوث والدراسات التي أنجزت في هذا المجال، تجدر الإشارة إلى أنّه تمّ إعداد مذكّرات ورسائل تخرّج من قبل الإطارات الأمنية السّامية المتخرّجة من مختلف مدارس الأمن والحرس الوطني على غرار خريجي المدرسة العليا لقوات الأمن الداخلي.

إصدار كتيّب للجيب بتاريخ 27 كانون الثاني/يناير 2014 بدعم من مكتب المفوضية السّامية للأمم المتحدة لحقوق الإنسان بتونس حول " معايير حقوق الإنسان لقوات الأمن الداخلي في تونس " وذلك بهدف تقديم صياغة مُبسّطة لهذه المعايير لقوات الأمن الداخلي؛

In one country, firearms may be used for a variety of reasons by the Internal Security Forces, including " at the behest of the administrative authority " and " to defend their positions. "

282. According to paragraph 2 of Order No. 1 of 8 January 2008 regulating the functions of the Higher Inspectorate of the Internal Security Forces. The Inspectorate is charged with the following tasks:
282- وحسب الفصل الثاني من الأمر رقم 1 لسنة 2004 المؤرخ 8 كانون الثاني/ يناير 2004 المتعلق بإحداث وتنظيم وضبط مهام التفقدية العليا لقوات الأمن الداخلي التابعة لوزارة الداخلية والتنمية المحلية والديوانة، فإن التفقدية العليا تتولى المهام التالية:

11- ويبين الجدول التالي عدد الأعوان الذين تم عزلهم من الوظيفة بمقتضى الفصل 53 من القانون الأساسي العام لقوات الأمن الداخلي إثر إحالتهم على القضاء بسبب إساءة المعاملة من سنة 1999 لغاية أيلول/سبتمبر 2009:

373. In accordance with article 49 of the statutes of the Internal Security Forces (Law No.70 of 6 August 1982), the authorities must afford victims the right to claim civil damages if an officer from the Forces is prosecuted for committing a wrongful act while on duty or during the performance of his functions.
373- ومن جهة أخرى فإن النظام الأساسي لقوات الأمن الداخلي (القانون رقم 70 المؤرخ 6 آب/أغسطس1982) ينص في فصله 49 أنّه إذا ما وقع تتبع أحد أعوان قوات الأمن الداخلي من أجل خطأٍ ارتكبه أثناء ممارسة وظيفته أو بمناسبة مباشرته لها فإنه يجب على الإدارة أن تضمن للمتضرر حق الحصول على تعويض مدني.

74. Article 46 of Act No. 70 of 6 August 1982, concerning the statutes of the Internal Security Forces, provides: " Without prejudice to the provisions of organizational acts, all Internal Security Forces personnel, whatever their rank in the hierarchy, shall be responsible for the tasks entrusted to them and for the execution of lawful orders from their superiors.
74- ويقتضي الفصل 46 من القانون عدد 70 لسنة 1982 المؤرّخ 6 آب/ أغسطس 1982 والمتعلّق بضبط القانون الأساسي العام لقوات الأمن الداخلي أنّه " بصرف النّظر عن الأحكام التي تنصّ عليها القوانين الأساسية الخاصة فإنّ كلّ عون من أعوان قوات الأمن الداخلي مهما كانت رتبته في سلّم سلكه مسؤول عن المهام المنوطة بعهدته وعن تنفيذ الأوامر التي يتلقاها من رؤسائه في نطاق الشرعية القانونية.

242. Moreover, under article 49 of the Internal Security Forces Statute (Act No. 70 of 6 August 1982), if an Internal Security Forces officer is prosecuted for committing a wrongful act while on duty or in the course of duty, the authorities must afford victims the right to obtain civil compensation.
242- كما أنه استناداً إلى مقتضيات الفصل 49 من القانون عدد 70 لسنة 1982 المؤرخ 6 آب/أغسطس 1982 المتعلق بالنظام الأساسي لقوات الأمن الداخلي فإنّه إذا ما وقع تتبع أحد أعوان قوات الأمن الداخلي بسبب خطأ ارتكبه أثناء ممارسة وظيفته أو بمناسبة مباشرته لها فإنّه يجب على الإدارة أن تضمن للمتضرّر حق الحصول على تعويض مدني.

The characterization of the Gaza Internal Security Forces by the Government of Israel differs sharply from the tasks of the police as they are described on the official website of the Gaza Ministry of Interior, in orders to the police issued by the Minister of Interior which the Mission has reviewed, and in the interviews with the Director of Police and the police spokesman conducted by the Mission.
409- يختلف التصنيف الذي تقوم به حكومة إسرائيل لقوات الأمن الداخلي في غزة اختلافاً شديداً عن مهام الشرطة كما ترد على الموقع الشبكي الرسمي لوزارة الداخلية في غزة، من حيث الأوامر الصادرة إلى الشرطة من وزارة الداخلية التي استعرضتها البعثة، ومن حيث المقابلات التي أجرتها البعثة مع مدير الشرطة والمتحدث باسم الشرطة.

243. Trainees at the Higher Institute of Internal Security Forces are required, inter alia, to carry out research and studies on human rights. Subjects studied during the 2009 academic year included torture and degrading treatment as addressed in Tunisian law, legal instruments on countering terrorism, a new and more progressive approach to the penalty of imprisonment, and the offences of trafficking in women and children.
243- ومن بين ما يتم القيام به في المدرسة العليا لقوات الأمن الداخلي تكليف متدرّبي الدّورات التكوينية بإعداد دراسات وبحوث تهمّ حقوق الإنسان، ومن بين المواضيع التي كانت موضوع بحث خلال السنة الدراسية 2009 - 2009: التعذيب والمعاملة المهينة لكرامة الإنسان في القانون التونسي، الأدوات القانونية لمكافحة الإرهاب، المفهوم الجديد والمتطور للعقوبة السجنية، جرائم الاتجار بالنساء والأطفال.

334. Established in 2004, the Higher Inspectorate for Internal Security Forces and Customs Services at the Ministry of the Interior and Local Development is responsible for conducting administrative investigations when the Ministry is made aware of a complaint involving the commission of an act of torture or ill-treatment on Tunisian soil or if a case is reported when other inquiries or field visits are conducted.
334- تتولى التفقدية العليا لقوات الأمن الداخلي والديوانة التابعة لوزارة الداخلية والتنمية المحلية والتي أحدثت سنة 2004 القيام بتحقيقات إدارية كلما تعهدت الوزارة بشكاية تتضمن أنّ عملاً من أعمال التعذيب أو سوء المعاملة قد ارتكب في أي مكان من التراب التونسي، أو بلغ إلى علمها حصول مثل ذلك الأمر أو كلما تم اكتشاف مثل ذلك الأمر عند القيام بأبحاث إدارية أخرى أو زيارات ميدانية.
