(c) The alternative family and community-based options for children deprived of a family environment or children with special protection needs are inadequate in scope and quality;
(ج) عدم كفاية الخيارات الأسرية والمجتمعية البديلة المتاحة، كمّاً وكيفاً، للأطفال المحرومين من بيئة أسرية أو للأطفال الذين لديهم احتياجات خاصة فيما يتعلق بالحماية؛

It is recommended that the State party establish a code of standards to ensure adequate care and protection of children deprived of a family environment.
ويوصى بأن تضع الدولة الطرف مدونة بالمعايير التي تؤمن الرعاية الكافية والحماية للأطفال المحرومين من بيئة أسرية.

(a) Alternative family-and community-based care systems for children deprived of family environment are insufficient.
(أ) عدم كفاية أنظمة الرعاية الأسرية والمجتمعية البديلة للأطفال المحرومين من بيئة أسرية.

While noting as positive the development of programmes to decrease the number of children in residential facilities, as well as the State party's efforts to offer foster homes instead of residential care for children deprived of a family environment, the Committee remains concerned that:
56- في حين تلاحظ اللجنة بنظرة إيجابية وضع الدولة الطرف لبرامج لخفض عدد الأطفال الموجودين في مرافق الرعاية الداخلية وكذلك جهودها لتوفير بيوت الكفالة للأطفال المحرومين من بيئة أسرية عوض إيوائهم في مؤسسات الرعاية الداخلية، فإنها لا تزال تشعر بالقلق نظراً لما يلي:

(c) Develop a policy on alternative care for children deprived of a family environment focusing on the best interests of the child and assume primary responsibility in close cooperation with civil society actors for the identification of all children victims of abuse at home in need of alternative care;

183. While the Committee welcomes the measures taken by the State party to comply with the Committee's recommendation (CRC/C/15/Add.13, para. 18), it is still concerned about the insufficient alternative care measures for children deprived of a family environment.
183- ترحب اللجنة بالتدابيــر التي اتخذتها الدولة الطرف للامتثال لتوصيتها (CRC/C/15/Add.13, para.18)، ولكن لا يزال يساورها القلق نتيجة لعدم كفاية تدابير الرعاية البديلة للأطفال المحرومين من بيئة أسرية.

965. While the Committee welcomes the measures taken by the State party to comply with the Committee’s recommendation (CRC/C/15/Add.13, para. 18), it is still concerned about the insufficient alternative care measures for children deprived of a family environment.
965- ترحب اللجنة بالتدابيــر التي اتخذتها الدولة الطرف للامتثال لتوصيتها CRC/C/15/Add.13)، الفقرة 18)، ولكن لا يزال يساورها القلق نتيجة لعدم كفاية تدابير الرعاية البديلة للأطفال المحرومين من بيئة أسرية.

24. CRC noted with concern the high numbers of vulnerable and orphaned children and recommended that Djibouti, inter alia, provide special protection for children deprived of a family environment and ensure that an appropriate monitoring mechanism is in place to monitor alternative care facilities and foster care/guardianship programmes.
24- ولاحظت لجنة حقوق الطفل بقلق ارتفاع عدد الأطفال المستضعفين واليتامى وأوصت اللجنة جيبوتي بأن توفر حماية خاصة للأطفال المحرومين من بيئة أسرية وبأن تضمن إنشاء آلية رصد مناسبة لمراقبة مرافق الرعاية البديلة وبرامج الرعاية بالتبني/الكفالة، من جملة أمور أخرى(46).

(b) The inadequacy of alternative family- and community-based options for children deprived of a family environment or children with special protection needs, with the majority of children being placed in institutions; and insufficient efforts being made to reunite such children with their biological families, resulting in many of those children remaining in institutions until the age of 18;
(ب) نقص بدائل الرعاية ذات الطابع الأسري والمجتمعي المتاحة للأطفال المحرومين من بيئة أسرية أو الأطفال المحتاجين إلى حماية خاصة مما يسفر في الغالب عن إيداع الأطفال في مؤسسات الرعاية؛ وضعف الجهود الرامية إلى جمع شمل هؤلاء الأطفال بأسرهم الطبيعية مما يؤدي إلى بقاء الكثيرين منهم في هذه المؤسسات حتى سن 18؛

The Committee is very concerned that current facilities available for the alternative care of children deprived of a family environment are insufficient and that many children do not have access to such assistance.
الأطفال المحرومون من بيئة أسرية 213- يساور اللجنة قلق شديد لأن المرافق الحالية للرعاية البديلة للأطفال المحرومين من بيئة أسرية هي مرافق غير كافية، ولأن أطفالاً كثر لا يستطيعون الحصول على هذه المساعدة.

Nevertheless, it is concerned about the reported over-reliance on institutional care for children deprived of family environment (7000 children in 29 institutions) and the lack of monitoring and oversight of such institutions.
بيد أنها يساورها القلق بشأن ما ذُكر من اعتماد مفرط على الرعاية المؤسسية للأطفال المحرومين من بيئة أسرية (000 7 طفل في 29 مؤسسة) ونقص رصد هذه المؤسسات والإشراف عليها.

39. The Committee is concerned about the absence of an alternative care system within the State party for children deprived of family environment, and while the Committee is appreciative of the State party's cooperation with civil society actors and with the church with regard to housing children in distress, the Committee is alarmed about the State party's over reliance on non-State actors for offering protection of abused children.
