Guidance to help resolve any difficulty in the electoral process was integrated into the role of the Facilitator while verification became certification to be mandated to the Special Representative of the Secretary-General for Côte d'Ivoire.

This role was later reassigned, however, and integrated with the role of the Special Representative of the Secretary-General in Côte d'Ivoire.

In its resolution 1765 (2007) of 16 July 2007, the Security Council, acting under Chapter VII of the Charter, decided " that the Special Representative of the Secretary-General in Côte d'Ivoire shall certify that all stages of the electoral process provide all the necessary guarantees for the holding of open, free, fair and transparent presidential and legislative elections in accordance with international standards " .

On 27 October, at an open meeting, the Council heard a briefing by the Special Representative of the Secretary-General for Côte d'Ivoire, Choi Young-Jin, on the latest developments in the peace process in Côte d'Ivoire.

In that regard, in November 2005 the rebel group Forces nouvelles in Côte d'Ivoire, under concerted pressure from the Special Representative of the Secretary-General for Côte d'Ivoire and from UNICEF, submitted to the Special Representative an action plan to prevent recruitment and to release children associated with their forces.

The Facilitator sent a letter to the Rassemblement des Houphouëtistes pour la démocratie et la paix on 31 August, in which he stressed that the termination of the mandate of the High Representative for the elections had not resulted in the abolition of the role of the United Nations in certification since it was now entrusted to the Special Representative of the Secretary-General for Côte d'Ivoire.

I have the honour to refer to paragraph 6 of Security Council resolution 1765 (2007) in which the Council decided that the Special Representative of the Secretary-General for Côte d'Ivoire shall certify that all stages of the electoral process provide all the necessary guarantees for the holding of open, free, fair and transparent presidential and legislative elections in accordance with international standards.
