The present medium-term plan seeks to improve the presentation of programmes by maintaining consistency in the structure of the programmes and by introducing more coherence in formulating the required components, in full compliance with the Regulations and Rules Governing Programme Planning.

Clear targets and time frames should be established in order to ensure an efficient allocation of resources for the implementation of mandated programmes and to provide an opportunity to assess their impact in accordance with the Regulations and Rules Governing Programme Planning, the Programme Aspects of the Budget, the Monitoring of Implementation, and the Methods of Evaluation (PPBME).
ويتعين وضع أهداف وأطر زمنية واضحة بغية ضمان تخصيص كفؤ للموارد من أجل تنفيذ البرامج التي صدر بشأنها تكليف، وتوفير فرصة لتقييم أثرها وفقا للأنظمة والقواعد التي تحكم تخطيط البرامج والجوانب البرنامجية للميزانية، ورصد التنفيذ وأساليب التقييم.
