45. In opening the seminar, the Chair-Rapporteur of the Working Group explained that the objective of the seminar was to discuss the content and status of the State monopoly on the legitimate use of force and the possible implications for the regulation of private military and security companies.

(a) To reaffirm and strengthen State responsibility for the use of force and reiterate the importance of its monopoly of the legitimate use of force within the comprehensive framework of State obligations to respect, protect and fulfil human rights, and to provide remedies for violations of human rights;

This report also presents an overview of the activities carried out by the Working Group during the period under review, including a summary of the discussions that were held during the expert seminar on the State monopoly on the legitimate use of force (6 and 7 July 2011).

26. As I wrote in my previous report on the implementation of resolution 1559 (2004), a resolution of the crisis, through national reconciliation and dialogue, now most notably on the issue of the presidency, is a necessary precondition for the extension of Government of Lebanon control over all Lebanese territory and the exertion of the Government's monopoly on the legitimate use of force.
26 - وكما أوردت في تقريري الأخير بشأن تنفيذ القرار 1559 (2004)، فإن إيجاد حل للأزمة عن طريق المصالحة الوطنية والحوار هو شرط مسبق ضروري لبسط سيطرة الحكومة اللبنانية على جميع الأراضي اللبنانية ولغرض احتكار الحكومة للاستخدام المشروع للقوة.

In addition, the Working Group, concerned about the extensive outsourcing of military and security functions and the growing role of PMSCs in armed conflicts, post-conflict and low-intensity armed conflict situations recommends prohibiting the outsourcing of inherently State functions to PMSCs in accordance with the principle of the State monopoly on the legitimate use of force.

31. In this context, I renew my call on donor countries to come forward and help the Lebanese Armed Forces meet its obligations concerning the extension of the Government of Lebanon's control over all of the territory of Lebanon and the establishment of the democratically elected Government's monopoly on the legitimate use of force throughout Lebanon, in fulfilment of the provisions of resolution 1559 (2004).
31 - وفي هذا السياق، أجدد ندائي إلى البلدان المانحة كي تبادر بتقديم المساعدة إلى الجيش اللبناني بما يمكّنه من الوفاء بالتزاماته في ما يتعلق ببسط سيطرة الحكومة اللبنانية على جميع الأراضي اللبنانية وتحقيق احتكار الحكومة المنتخبة ديمقراطيا للاستخدام المشروع للقوة في جميع أنحاء لبنان تنفيذا لأحكام القرار 1559 (2004).
