Noting occurrences of ill-treatment of detainees by law enforcement bodies, Ukrainian Parliament Commissioner of Human Rights (UPCHR) stated that ensuring in practice detainees' access to a lawyer and establishing an appropriate mechanism for the investigation of complaints on torture cases are necessary to combat torture.
