The view was expressed that the States most responsible for the creation of space debris and the States having the capability to take action on space debris mitigation should make a greater contribution to space debris mitigation efforts than other States.

The Subcommittee agreed that the implementation of voluntary guidelines for the mitigation of space debris at the national level would increase mutual understanding on acceptable activities in space, thus enhancing stability in space and decreasing the likelihood of friction and conflict.
89- واتفقت اللجنة الفرعية على أن تنفيذ المبادئ التوجيهية الطوعية للتخفيف من الحطام الفضائي على الصعيد الوطني من شأنه أن يزيد من التفاهم على الأنشطة المقبولة في الفضاء، مما يعزّز الاستقرار في الفضاء، ويقلّل من احتمالات الاحتكاك والتنازع.

The Subcommittee noted with appreciation that States had adopted a number of approaches and concrete actions to mitigate space debris, including the reorbiting of satellites, passivation, end-of-life operations and the development of specific software and models for space debris mitigation.
71- ولاحظت اللجنة الفرعية مع التقدير اعتماد الدول لعدد من النهوج والإجراءات الملموسة من أجل التخفيف من الحطام الفضائي، ومنها عمليات تحويل السواتل إلى مدارات أخرى، والتخميل، وعمليات إنهاء العمر التشغيلي، واستحداث برامجيات ونماذج مخصصة للتخفيف من الحطام الفضائي.
