Recommendation 35/7 noted that Botswana had not yet established a licensing and quota system in accordance with decision XV/31 as it was awaiting assistance from an implementing agency.

The plan also recalled the Party's commitment contained in decision XV/36 to establish an ozone-depleting substance licensing and quota system.

In the light of those concerns, there was agreement that it was important to ensure that Parties complied with their obligations under the Protocol to establish licensing and quota systems for ozonedepleting substances, as such systems were important tools for combating illegal trade.

Another representative noted that while much progress had been made with respect to compliance and enforcement, many countries had yet to establish licensing and quota systems as required by the Montreal Amendment and that much still needed to be done to implement existing decisions of the Meeting of the Parties.

وأشارت التوصية مع الأسف، إلى أن الجماهيرية العربية الليبية لم تقدم تقريرا حول حالة التزامها والوارد في المقرر 15/36 لوضع نظام للترخيص والحصص للمواد المستنفدة للأوزون، موضحة توقع الطرف أن التشريع الذي يتكفل بهذا النظام سوف يتم إنفاذه في موعد أقصاه 31 كانون الثاني/يناير 2006.

Pakistan has reported the establishment of an ozone-depleting substance licensing and quota system. As indicated in its correspondence contained in annex VIII to document UNEP/OzL.Pro/ImpCom/37/INF/2, Pakistan has reported that its import quota system covers carbon tetrachloride and that it set imports for 2005 at 56 metric tonnes, consistent with the Party's obligations under the Montreal Protocol for that year.

Decision XVII/37 had noted with appreciation that the Party had submitted a plan of action committing it to maintaining its 2005 halon consumption at a level no greater than 714.500 ODP-tonnes and its 2005 methyl bromide consumption at a level no greater than 96.000 ODP-tonnes and reiterating its commitment to establish an ozone-depleting substance licensing and quota system.
