Article 5: The Standing Council of la Francophonie
المادة ٥: المجلس الدائم للجماعة الفرانكوفونية

The Standing Council shall be presided over by the Secretary-General of la Francophonie. He shall rule on its proposals and support it in the discharge of its duties.
ويتولى اﻷمين العام للجماعة الفرانكوفونية رئاسة المجلس الدائم، ويبت في مقترحاته ويقدم له الدعم في تأدية مهامه.

The functions of the Standing Council of la Francophonie shall be:

In accordance with articles 2 and 10 of the Charter, the Agency is the principal operator of the cultural, scientific, technical, economic and legal cooperation programmes decided upon by the Summit of the heads of State and Government of countries that use French as a common language, which is one of the main bodies of the International Organization of la Francophonie.
