As regards the impact of new information technology on the right to freedom of opinion and expression, the Special Rapporteur would like to recall that new technologies, and in particular the Internet, are inherently democratic, provide the public and individuals with access to information sources and enable all to participate actively in the communication process.
324- وفيما يخص أثر تكنولوجيا المعلومات الجديدة على الحق في حرية الرأي والتعبير، يود المقرر الخاص أن يذكر بأن التكنولوجيات الجديدة، وخاصة الانترنت، تكنولوجيات ديمقراطية أصلاً توفر للجمهور والأفراد إمكانية الوصول إلى مصادر المعلومات وتمكن الجميع إلى المشاركة بنشاط في عملية الاتصال.

Finally, the Special Rapporteur, maintaining once again that the new technologies, in particular the Internet, are inherently democratic, provide the public and individuals with access to information sources and enable all to participate actively in the communication process, once again urges States to avoid adopting separate rules limiting Internet content.
95- وأخيراً، يحث المقرر الخاص الدول على تلافي اعتماد قواعد منفصلة تحد من مضمون الإنترنت، مشيراً من جديد إلى أن التكنولوجيات الجديدة، ولا سيما الإنترنت، ديمقراطية في حد ذاتها وتتيح للجمهور والأفراد الوصول إلى مصادر المعلومات وتمكّن الجميع من المشاركة النشطة في عملية التواصل.

The Special Rapporteur would like to recall that new technologies, in particular the Internet, are inherently democratic, provide the public and individuals with access to information sources and enable all to participate actively in the communication process.
110- ويود المقرر الخاص أن يشير إلى أن التكنولوجيات الجديدة، ولا سيما الإنترنت، ديمقراطية في حد ذاتها وتتيح للجمهور والأفراد الوصول إلى مصادر المعلومات وتمكّن الجميع من المشاركة النشطة في عملية التواصل.

It will be recalled that in his report to the fiftyfourth session of the Commission on Human Rights (E/CN.4/1998/40) the Special Rapporteur stated: " The new technologies and, in particular, the Internet are inherently democratic, provide the public and individuals with access to information sources and enable all to participate actively in the communication process.
57- ومن الجدير بالذكر أن المقرر الخاص وفي تقريره إلى الدورة الرابعة والخمسين للجنة حقوق الإنسان (E/CN.4/1998/40) كتب يقول: " إن التكنولوجيات الجديدة، وخصوصاً الإنترنت، ديمقراطية في صميمها، وتقدم للجمهور والأفراد طريقاً للوصول إلى مصادر المعلومات، وتتيح للكافة المشاركة بنشاط في عملية الاتصال.

It will also be recalled that faced with the mounting pressures for the development of some sort of regulatory regime, the Special Rapporteur stated (para. 45) that the new technologies and, in particular the Internet " are inherently democratic, provide the public and individuals with access to information sources and enable all to participate actively in the communication process " .
