The Governing Council of the United Nations Compensation Commission decided to reduce the funds for the OIOS reports services in 2007 in line with the reduced activities.

1. The financial statements of the United Nations Compensation Commission established pursuant to Security Council resolution 692 (1991) for the biennium 2002-2003 ending 31 December 2003 have been prepared in accordance with financial rule 106.10.
1 - أُعدت البيانات المالية للجنة الأمم المتحدة للتعويضات المنشأة بموجب قرار مجلس الأمن 692 (1991) لفترة السنتين 2002-2003 المنتهية في 31 كانون الأول/ ديسمبر 2003 وفقا للقاعدة 106-10 من النظام المالي.

13. During his visit to Geneva, the Coordinator had a meeting with the Executive Secretary of the United Nations Compensation Commission regarding the status of the claims submitted in respect of the 605 former detainees determined to be dead.

2. Prior to the biennium 2002-2003, the financial statements of the United Nations Compensation Commission (UNCC) were included in the financial statements of the United Nations.

The Council also asked the secretariat to convey to the secretariat of the Security Council the request of the Governing Council for the translation of the report of the Board of Auditors on the financial statements of the Compensation Commission for the biennium 2002-2003, and kept the consideration of the report on its agenda.

C. Detailed findings and recommendations 1. Financial overview 25. The Board performed an analysis of the financial position of UNCC as at 31 December 2005. The results are in table II.4.

Exceptions were permitted only on behalf of individuals who were deceased (but who were alive on 1 January 1996, i.e. the filing deadline for the UNCC's regular claims programme) or who were too disabled or ill to attend at PAAC's offices, provided that the fact of death, disability or illness and authority to act were established by appropriate documentary evidence.

IX. United Nations Compensation Commission 22. The valuation report for the United Nations Compensation Commission as at 31 December 2003 estimates the net accrued liability to be $0.5 million.
