28. In support of national efforts in this field, the international community, in particular the organizations of the United Nations system, should strengthen capacity-building programmes, taking into account the special needs of developing countries, in particular the least developed countries and the specific circumstances of small island developing States, in such areas as training, institutional development and the participation of women.

Encourages all States to strengthen their capacity to respond to natural and man-made disasters, including by establishing or strengthening national contingency plans and developing or strengthening, as appropriate, disaster management institutions, also encourages the sharing of knowledge and experience among States, and further encourages the international community to support, upon request, national efforts in this regard;
8 - يشجع جميع الدول على تعزيز قدرتها على التصدي للكوارث الطبيعية والكوارث التي من صنع الإنسان، بطرق من بينها وضع أو تعزيز خطط وطنية لحالات الطوارئ والقيام، حسب الاقتضاء، بإنشاء أو تعزيز مؤسسات لإدارة الكوارث، ويشجع أيضا على تقاسم المعارف والخبرات فيما بين الدول، ويشجع المجتمع الدولي كذلك على تقديم الدعم للجهود الوطنية المبذولة في هذا الصدد إذا طلب منه ذلك؛
