٢١ ـ توصي بأن تستفيد الحكومات من إمكانية طلب المساعدة في إطار برنامج اﻷمم المتحدة للخدمات الاستشارية في ميدان حقوق اﻹنسان، ومن برامج الوكالات المتخصصة للمساعدة التقنية، وخاصة برنامج مكتب العمل الدولي؛

9. Emphasizes the importance of training programmes for law enforcement and security personnel, and draws the attention of interested Governments to the possibilities offered in this connection by the United Nations programme of advisory services in the field of human rights;
٩- تؤكد على أهمية برامج التدريب الموجهة الى الموظفين المكلفين بتنفيذ القوانين وبالمحافظة على اﻷمن ، وتسترعي انتباه الحكومات المهتمة باﻷمر إلى الامكانات التي يوفرها في هذا الصدد برنامج اﻷمم المتحدة للخدمات الاستشارية في ميدان حقوق اﻹنسان؛

٨ - تؤكد على أهمية برامج التدريب الموجهة الى الموظفين المكلفين بإنفاذ القوانين وبالمحافظة على اﻷمن، وتسترعي انتباه الحكومات المهتمة باﻷمر إلى الامكانات التي يوفرها في هذا الصدد برنامج اﻷمم المتحدة للخدمات الاستشارية في ميدان حقوق اﻹنسان؛

2. In paragraph 16 of the resolution, the Commission on Human Rights recommended that the promotion and protection of the right to freedom of thought, conscience and religion be given appropriate priority in the work of the United Nations programme of advisory services in the field of human rights.
٢- وبموجب البند ١٦ من القرار، أوصت لجنة حقوق اﻹنسان بايلاء أولوية مناسبة لتعزيز وحماية الحق في حرية الفكر والضمير والدين في أعمال برنامج اﻷمم المتحدة للخدمات الاستشارية في ميدان حقوق اﻹنسان.

Recalling the Vienna Declaration and Programme of Action (A/CONF.157/23) in which the World Conference on Human Rights called for an enhanced programme of advisory services in the field of human rights, as well as for a more efficient and transparent management of the programme,
وإذ تشير إلى إعلان وبرنامج عمل فيينا(A/CONF.157/23) اللذين طالب فيهما المؤتمر العالمي لحقوق اﻹنسان بوضع برنامج معزز للخدمات الاستشارية في ميدان حقوق اﻹنسان، وأيضا بإدارة للبرنامج أكثر كفاءة وشفافية،

وقد أنشئ برنامج اﻷمم المتحدة للخدمات الاستشارية في ميدان حقوق اﻹنسان عملا بقرار الجمعية العامة ٩٢٦ )د - ١٠( المؤرخ ١٤ كانون اﻷول/ديسمبر ١٩٥٥.

Bearing in mind General Assembly resolution 926 (X) of 14 December 1955, in which the Assembly established the United Nations programme of advisory services in the field of human rights with a view to supporting, inter alia, national capacities for human rights education and public information,
وإذ تضع في اعتبارها قرار الجمعية العامة 926 (د-10) المؤرخ 14 كانون الأول/ديسمبر 1955، الذي أنشأت الجمعية بموجبه برنامج الأمم المتحدة للخدمات الاستشارية في ميدان حقوق الإنسان بغية تقديم الدعم في مجالات منها القدرات الوطنية للتثقيف والإعلام الجماهيري في مجال حقوق الإنسان،

(a) Calls upon the Office of the United Nations High Commissioner for Human Rights to assume a larger role in the promotion of human rights through cooperation with Member States and by an enhanced programme of advisory services in the field of human rights,
(أ) يطلب إلى مفوضية الأمم المتحدة السامية لحقوق الإنسان الاضطلاع بدور أكبر في تعزيز حقوق الإنسان عن طريق التعاون مع الدول الأعضاء ووضع برنامج معزز للخدمات الاستشارية في ميدان حقوق الإنسان،

(a) Calls upon the Office of the United Nations High Commissioner for Human Rights to assume a larger role in the promotion of human rights through cooperation with Member States and by an enhanced programme of advisory services in the field of human rights,
(أ) يطلبان إلى مفوضية الأمم المتحدة السامية لحقوق الإنسان الاضطلاع بدور أكبر في تعزيز حقوق الإنسان عن طريق التعاون مع الدول الأعضاء ووضع برنامج معزز للخدمات الاستشارية في ميدان حقوق الإنسان،

64. The United Nations programme of advisory services in the field of human rights was established pursuant to General Assembly resolution 926 (X) of 14 December 1955. In that resolution, the Assembly authorized the Secretary-General to make provision, at the request of Governments and with the cooperation of the specialized agencies where appropriate, for assistance in the field of human rights.
٤٦ - أنشئ برنامج اﻷمم المتحدة للخدمات الاستشارية في ميدان حقوق اﻹنسان بموجب قرار الجمعية العامة ٩٢٦ )د - ١٠( المؤرخ ١٤ كانون اﻷول/ديسمبر ١٩٥٥، الذي يأذن لﻷمين العام بتوفير المساعدة في ميدان حقوق اﻹنسان، بناء على طلب الحكومات، وبالتعاون مع الوكالات المتخصصة عند الاقتضاء.

23. Requests the Secretary-General to consider ways and means of assisting States parties to the Covenants in the preparation of their reports, including seminars or workshops at the national level for the purpose of training government officials engaged in the preparation of such reports, and the exploration of other possibilities available under the regular programme of advisory services in the field of human rights;
٢٣ - تطلب إلى اﻷمين العام أن ينظر في الطرق والوسائل الكفيلة بمساعدة الدول اﻷطراف في العهدين الدوليين الخاصين بحقوق الانسان في إعداد تقاريرها، بما في ذلك عقد حلقات دراسية أو تدريبية على الصعيد الوطني لتدريب المسؤولين الحكوميين القائمين على إعداد هذه التقارير، واستكشاف الامكانيات اﻷخرى المتاحة في إطار البرنامج العادي للخدمات الاستشارية في ميدان حقوق الانسان؛
