A project to support the field presences in this regard, and having the promotion and application of the Guiding Principles as its cornerstone, is being developed by the Office. The Commission has called upon the High Commissioner to develop projects in the framework of the Office's programme of advisory services and technical cooperation to promote the human rights of internally displaced persons.

58. The Office of the United Nations High Commissioner for Human Rights coordinates the United Nations programme of advisory services and technical cooperation in the field of human rights.
٥٨ - تتولى مفوضية اﻷمم المتحدة لحقوق اﻹنسان تنسيق برنامج اﻷمم المتحدة للخدمات الاستشارية والتعاون التقني في ميدان حقوق اﻹنسان.

In its resolution 1998/59, the Commission requested the independent expert to report to the Commission at its fifty—fifth session, in particular on the basis of a detailed assessment of the means necessary to establish a programme of advisory services and technical cooperation through, inter alia, the contribution of agencies and programmes of the United Nations in the field, as well as of the non—governmental sector.
وطلبت اللجنة من الخبيرة المستقلة، في القرار ٨٩٩١/٩٥، أن تقدم إليها في دورتها الخامسة والخمسين تقريرا يعد بصفة خاصة على أساس تقييم مفصل للوسائل اللازمة لوضع برنامج للخدمات الاستشارية والتعاون التقني عن طريق أمور منها مساهمة وكالات وبرامج اﻷمم المتحدة في الميدان، فضلا عن مساهمة القطاع غير الحكومي.

Reaffirming the resolutions of the Commission on Human Rights that provided the foundation for advisory services and technical cooperation in the field of human rights, in particular resolutions 1993/87 of 10 March 1993 and 2004/81 of 21 April 2004,
وإذ يؤكد من جديد قرارات لجنة حقوق الإنسان التي أرست الأساس للخدمات الاستشارية والتعاون التقني في ميدان حقوق الإنسان، ولا سيما القرار 1993/87 المؤرخ 10 آذار/مارس 1993 والقرار 2004/81 المؤرخ 21 نيسان/أبريل 2004،

7. Urges the Secretary-General to consider favourably requests for assistance by States in the field of the administration of justice within the framework of the United Nations programme of advisory services and technical cooperation in the field of human rights, and to strengthen coordination of activities in this field;
٧ - تحث اﻷمين العام على النظر بعين العطف في الطلبات المقدمة من الدول للحصول على مساعدة في ميدان إقامة العدل داخل إطار برنامج اﻷمم المتحدة للخدمات الاستشارية والتعاون التقني في ميدان حقوق اﻹنسان، وعلى تعزيز تنسيق اﻷنشطة في هذا الميدان؛

14. Encourages the Office of the High Commissioner, through its programme of advisory services and technical cooperation in the field of human rights, and other international and regional intergovernmental organizations to give priority to and continue to support, inter alia, national capacities for human rights education and public information;
14- تشجع المفوضية السامية على القيام، من خلال برنامجها للخدمات الاستشارية والتعاون التقني في ميدان حقوق الإنسان، هي وغيرها من المنظمات الحكومية الدولية على الصعيدين الدولي والإقليمي، بإعطاء الأولوية، ومواصلة الدعم لعدة أمور منها القدرات الوطنية المتصلة بالتثقيف والإعلام في مجال حقوق الإنسان؛

(m) Training courses and training manuals should be provided for police and security personnel and, when requested, assistance should be provided by the United Nations programme of advisory services and technical cooperation in the field of human rights.
(م) ينبغي توفير الدورات التدريبية والأدلة التدريبية لأفراد الشرطة والأمن، وينبغي أن يقدم برنامج الأمم المتحدة للخدمات الاستشارية والتعاون التقني في مجال حقوق الإنسان المساعدة عند الطلب.

17. Encourages the Office of the High Commissioner, through its programme of advisory services and technical cooperation in the field of human rights, and other international and regional intergovernmental organizations to give priority to and continue to support, inter alia, national capacities for human rights education and public information;
17- تشجع المفوضية السامية على القيام، من خلال برنامجها للخدمات الاستشارية والتعاون التقني في ميدان حقوق الإنسان، هي وغيرها من المنظمات الحكومية الدولية على الصعيدين الدولي والإقليمي، بإعطاء الأولوية ومواصلة الدعم لعدة أمور منها القدرات الوطنية المتصلة بالتثقيف والإعلام في مجال حقوق الإنسان؛

Reaffirming that within the comprehensive programme of advisory services and technical cooperation in the field of human rights, a clear distinction should be made between technical cooperation projects financed under the Voluntary Fund for Technical Cooperation in the Field of Human Rights and activities under the regular budget of the United Nations, while at the same time close coordination between these activities should be ensured,
وإذ تؤكد من جديد أنه ينبغي القيام، داخل البرنامج الشامل للخدمات الاستشارية والتعاون التقني في ميدان حقوق اﻹنسان، بالتمييز بوضوح بين مشاريع التعاون التقني التي تمول من صندوق التبرعات للتعاون التقني في ميدان حقوق اﻹنسان واﻷنشطة التي تمول من الميزانية العادية لﻷمم المتحدة، وأنه في الوقت نفسه ينبغي ضمان تنسيق وثيق بين هذه اﻷنشطة،

22 - وتمشيا مع السياسات والممارسات الموحدة التي وُضعت عملا بقرار الجمعية العامة 926 (د-10) المؤرخ 14 كانون الثاني/ديسمبر 1955، الذي أنشأ برنامج الأمم المتحدة للخدمات الاستشارية والتعاون التقني في ميدان حقوق الإنسان، توجد عدة أشكال من المساعدة في مجال حقوق الإنسان متاحة لمن يطلبها من الدول الأعضاء.

At its forty-eighth session, the General Assembly adopted resolution 48/137 in which it urged the Secretary-General to consider favourably requests for assistance by States in the field of the administration of justice within the framework of the United Nations programme of advisory services and technical cooperation in the field of human rights and to strengthen coordination of activities in this field.
واعتمدت الجمعية العامة في دورتها الثامنة واﻷربعين القرار ٨٤/٧٣١ الذي حثت فيه اﻷمين العام على النظر بعين العطف في الطلبات المقدمة من الدول للحصول على مساعدة في مجال إقامة العدل داخل إطار برنامج اﻷمم المتحدة للخدمات الاستشارية والتعاون التقني في ميدان حقوق اﻹنسان وعلى تعزيز تنسيق اﻷنشطة في هذا الميدان.

5. Requests the independent expert to report on the human rights situation in Somalia to the Commission at its fifty-fifth session, in particular on the basis of a detailed assessment of the means necessary to establish a programme of advisory services and technical cooperation through, inter alia, the contribution of agencies and programmes of the United Nations in the field, as well as of the non-governmental sector;
٥- تطلب إلى الخبيرة المستقلة أن تقدم تقريراً عن حالة حقوق اﻹنسان في الصومال إلى اللجنة في دورتها الخامسة والخمسين، وبخاصة على أساس تقييم مفصل للوسائل اللازمة لوضع برنامج للخدمات الاستشارية والتعاون التقني عن طريق أمور منها مساهمة وكالات وبرامج اﻷمم المتحدة في الميدان، فضلاً عن مساهمة القطاع غير الحكومي؛

4. Encourages the Office of the High Commissioner to continue the development, within the framework of its programme of advisory services and technical cooperation in the field of human rights, of human rights education and training materials, such as targeted training manuals for professional audiences and for human rights field monitors, given the close link and complementarity between human rights education and public information;
4- تشجع المفوضية السامية على الاستمرار، في إطار برنامجها للخدمات الاستشارية والتعاون التقني في ميدان حقوق الإنسان، في وضع مواد تثقيفية وتدريبية عن حقوق الإنسان، من قبيل أدلة التدريب التي تستهدف أوساط المهنيين والمرشدين الميدانيين في ميدان حقوق الإنسان نظراً للصلة الوثيقة والعلاقة التكاملية بين التثقيف والإعلام في مجال حقوق الإنسان؛

5.
