The establishment and strengthening of national institutions is a key objective of the Office of the High Commissioner and a major component of its programme of advisory services and technical assistance in the field of human rights.
ويشكل إنشاء وتعزيز المؤسسات الوطنية هدفا رئيسيا من أهداف مفوضية حقوق الإنسان وعنصرا رئيسيا في برنامجها للخدمات الاستشارية والمساعدة التقنية في مجال حقوق الإنسان.

I. COOPERATION WITH THE GOVERNMENT OF TOGO WITH A VIEW TO THE ESTABLISHMENT OF A PROGRAMME of advisory services and technical assistance in THE FIELD OF HUMAN RIGHTS
أولا- التعاون مع الحكومة التوغولية لتنفيذ برنامج للخدمات الاستشارية والمساعدة التقنية في ميدان حقوق اﻹنسان

7. Encourages States to make use of technical assistance offered by the United Nations programmes of advisory services and technical assistance in the field of the administration of justice;
7- تشجع الدول على الاستفادة من المساعدة التقنية المقدمة من برامج الأمم المتحدة للخدمات الاستشارية والمساعدة التقنية في مجال إقامة العدل؛

That notion had been central to the work of the United Nations Programme of advisory services and technical assistance in the Field of Human Rights, which, during the past year, had carried out rule-of-law-related support activities in more than 50 countries at the request of Governments.
وكانت تلك الفكرة أساسية في عمل برنامج اﻷمم المتحدة للخدمات الاستشارية والمساعدة التقنية في مجال حقوق اﻹنسان، الذي نفذ في أثناء السنة الماضية أنشطة دعم تتعلق بسيادة القانون في أكثر من ٦٠ بلدا بناء على طلب الحكومات.

15. Encourages Governments, when seeking the assistance of the United Nations Programme of advisory services and technical assistance in the Field of Human Rights, to consider, where appropriate, including requests for assistance in the field of the promotion and protection of the right to freedom of thought, conscience, religion or belief;
15 - تشجع الحكومات، عند طلب المساعدة من برنامج الأمم المتحدة للخدمات الاستشارية والمساعدة التقنية في ميدان حقوق الإنسان، على أن تنظر، حسب الاقتضاء، في إمكانية إدراج طلبات للحصول على مساعدة في ميدان تعزيز الحق في حرية الفكر أو الضمير أو الدين أو المعتقد وحمايته؛

9. Commends those developed countries that have over the years given financial assistance to the United Nations programme of advisory services and technical assistance in the field of human rights, and appeals to them to consider increasing their assistance;
٩- تثني على البلدان المتقدمة التي قامت على مر السنوات بتقديم المساعدات المالية الى برنامج اﻷمم المتحدة للخدمات الاستشارية والمساعدة التقنية في ميدان حقوق اﻹنسان، وتناشدها النظر في زيادة مساعداتها؛

14. Recommends that the promotion and protection of the right to freedom of thought, conscience and religion be given appropriate priority in the work of the United Nations programme of advisory services and technical assistance in the field of human rights;
٤١- توصي بأن تولى لتعزيز وحماية الحق في حرية الفكر والضمير والدين أولوية مناسبة في أعمال برنامج اﻷمم المتحدة للخدمات الاستشارية والمساعدة التقنية في ميدان حقوق اﻹنسان؛

16. Encourages Governments, when seeking the assistance of the United Nations Programme of advisory services and technical assistance in the Field of Human Rights, to consider, where appropriate, including requests for assistance in the field of the promotion and protection of the right to freedom of thought, conscience, religion or belief;
16 - تشجع الحكومات، عند طلب المساعدة إلى برنامج الأمم المتحدة للخدمات الاستشارية والمساعدة التقنية في ميدان حقوق الإنسان، على أن تنظر، حسب الاقتضاء، في إمكانية إدراج طلبات للحصول على مساعدة في ميدان تعزيز الحق في حرية الفكر أو الضمير أو الدين أو المعتقد وحمايته؛

16. Encourages Governments, when seeking the assistance of the United Nations Programme of advisory services and technical assistance in the Field of Human Rights, to consider, where appropriate, including requests for assistance in the field of the promotion and protection of the right to freedom of thought, conscience, religion or belief;

13. Also encourages Governments, when seeking the assistance of the United Nations Programme of advisory services and technical assistance in the Field of Human Rights, to consider, where appropriate, including requests for assistance in the field of the promotion and protection of the right to freedom of thought, conscience and religion;
